From General Secretary's Desk

Dear Comrades, 

You may all aware that our CHQ is unintermittently communicating all the events and happenings, news and orders, decisions and developments through our website and journal for the sake of our members/viewers to capitalize. Even though all the information of aforesaid categories is already explicitly delivered, some important recent items need repetition and reiteration. They are as follows. 

1.     Important decisions of Ongole CWC held on 22 and 23rd August 2014.

*   In the wake of retirement of Com. M. Krishnan, General Secretary on 31.08.2014, Com. N. Subramanian Deputy General Secretary will officiate in the post of General Secretary and Com. M. Krishnan will continue to function in the CHQ till ensuing AIC. 

*   The Confederation’s effort for inclusion of GDS demands in 7th CPC, DA merger etc has been endorsed. 

*   The Up gradation of pay scale of PA/SA and supervisory posts will be given due importance while oral evidence with 7th CPC. 

*   CWC fully endorsed the AIPEU Group ‘C’ (CHQ) Memorandum to 7th CPC. 

*   The CWC endorsed memorandum submitted by NFPE, JCM NC, Confederation, demanding minimum wage as per 15th ILC, DA merger , Five promotion & inclusion GDS in true spirit. 

*   The CWC decided to insist the department to implement the agreed cadre restructuring proposal at the earliest. 

*   The CWC directed all Divisional and Branches as well as the Circle Secretaries to celebrate the Diamond Jubilee of NFPE in a befitting manner by holding conventions, meetings, recognize the services of old leaders etc. 

*   The CWC requested all the divisions and branches to observe Postal JCA programme of actions to clinch all the 39 demands. 

The CWC elaborately discussed in length and breadth of all the issues related to technology, Core Banking solutions, Core Insurance solutions, MACPs, Cadre restructuring JCM Departmental Council items, Postal JCA Charter of demands and programme of action and Confederation Charter of demands etc. 

2.     NFPE Diamond Jubilee Celebrations at Dwarka (Gujarat) on 23 & 24.11.2014

As instructed by our Federation, hope all are in the journey of conducting NFPE Diamond Jubilee Celebrations at Divisional, Circle levels and the culmination function will be graced at Dwarka (Gujarat) on 23rd and 24th of November 2014. All roads may move towards Dwarka on the eve of 61st Birthday of our NFPE. 

3.     Relay Dharna in front of all Circle/Regional offices from 27.10.2014 to 31.10.2014 & Massive Parliament March on 04.12.2014.

Third phase of PJCA Program is Relay Dharna in front of all CO / RO from 27/10/2014 to 31/10/2014 and all Circle Secretaries/ Divisional; Branch Secretaries will make this program a great success.

Our federation has fixed the quota of participation in Parliament March to be held on

 4th December 2014 is as under:

In turn the following allocation is set by CHQ taken into the proportion of membership of the Circles, distance & other constraints .All Circle/Divisional/Branch Secretaries are requested to ensure to fulfill their share. All Circle Secretaries may please redistribute further to divisions/Branches as per their local conditions.

 All of you are advised to scheme your travel plan well in advance as the train ticket booking may become difficult at a later stage. It is cautioned that Delhi may be in shivering cold during December and the winter dress & blankets are additionally needed. 

By overcoming all the hurdles and constraints, we can able to make out the Parliament march of PJCA a great success. 

All Divisional, Branch Secretaries may ensure maximum participation of members in the Parliament March from their divisions. 

4.     Confederation’s Call

Mass Squatting of not less than 3000 Central Government employees at a Centrally located place in all State capitals on 18.11.2014 is the call given by our Confederation of Central Government Employees & Workers and we are bound to make it a great success. 

5.     Task force on leveraging the post office network.

The Terms of Reference (TOR) for the Task Force are as under:

1.     To provide efficient postal network and points of presence (particularly in rural areas and small towns) to Central Government Ministries / Departments, State Governments (including Local Self Government) and private sector players for delivering various citizen-centric services, schemes, products to the people.

2.     To further the role of Post Office in Financial Inclusion, including Insurance products; 

3.     The infrastructure requirements of the post offices and the Postal Network; and 

4.     To make the Post Office financially viable

The Task Force will devise its own mechanism / modalities to examine the issues mentioned in the ToRs and submit its Report within three months from the date of constitution. 

The above task force consists of a ten member committee chaired by Shri T. S. R. Subramanian Retired Cabinet Secretary. Among others, three are eminent scholars, three are Secretaries of Rural development, E & IT & Telecom and other three are from our department. The Eighth member is Ms. Kavery Banerjee, Secretary, Department of Posts. The Ninth member is Shri Kamaleshwar Prasad, Retired Member (Operation) Department of Posts and the tenth member is Shri Vasumitra, CPMG Delhi Circle and he will be the Member Secretary. 

The above task force is appointed in consonance with the stipulations in the National Postal Policy 2012. Let we wait and see what they decide to change and how.

6.   Next CWC at Dwarka

It is decided to convene the CWC at Dwarka (Gujarat) during 23 & 24.11.2014 and the notification has been already issued .

7.   PJCA demands

      Charter of thirty nine Demands announced by PJCA is under study by the Directorate and reply is yet to receive. The step by step agitation Programme is on its way. 

8.   JCM Departmental Council Meeting.

      The ensuing JCM Departmental Council Meeting is likely to be convened in December 2014 and the Staff side has to put forward more than 150 subjects on various issues concern to us.

All Divisional, Branch Secretaries are advised to clear the CHQ Quota and publication due if any without delay. Let we meet in the next.
