Interference of Circle Union requested to expedite
Dequarterization of
Nayahat, Baramunda Colony and Nimapara MDG
Dear Comrades,
Dequarterization of  post attached quarters is a serious problems in Bhubaneswar Division. As you know in the recent past, due to continuous effort by this Divisional Union, Utkal University MDG, Kedargouri NDT SO, Bapujinagar NDT SO, GGP Colony NDT S O, Gop S O, Latahatran S O,  Brahmakundi S O and Nuapalamhat S O have been dequarterized and the dequarterization  proposal for Regional Research Laboratory SO, Central Govt. Colony NDT SO, Bamnal SO  , Bangurigaon S O, Kalpana Square NDT S O, Nayahat, Baramunda Colony and Nimapara MDG are under active consideration.
The cases of Nayahat, Baramunda Colony and Nimapara MDG are pending at Circle office. Com. R C Mishra, Circle Secy. has been requested to interfere in the matter.

Sub:-  Dequarterization of Post attached quarters – Case of Baramunda Colony, Nimapara MDG and Nayahat S O of Bhubaneswar Division

Dear Comrade,
This is regarding dequarterization of Post attached quarters of Baramunda Colony, Nimapara MDG and Nayahat S O of Bhubaneswar Division. The present position of the above three quarters are detailed below.

1.   Baramunda Colony:

With strong and continuous pursuance by this Divisional union, the case of dequarterization of Baramunda Colony S O has been enquired by the ASPOs I/C, Bhubaneswar Division and dequarterization of the Post attached quarters has been duly recommended by the SSPOs, Bhubaneswar Division to Circle Office vide Bhubaneswar Division letter No. D – 65 / Ch. II, dated 21.10.2010 accompanied with the detailed report of the ASPOs in favour of dequarterization , Schedule of Accommodation which is far below the requirement and security aspect etc. Considering computerization in Baramunda Colony S O, existing staff strength, below schedule of accommodation and above all the dilapidated condition, the post attached quarters of B M Colony S O has been recommended as fit to be dequarterized by the SSPOs, Bhubaneswar Division.
The matter is still pending with C O. In this regard, this union’s endorsement No.UN-BN/AIPEU-Gr.-C/4-09/2010, dated 11th  September, 2010 may be referred to.

2.   Nimapara MDG:

After continuous discussion with the Divisional Head in the monthly union meetings for a pretty longer period, lastly the case of Nimapara MDG was recommended by the SSPOs, Bhubaneswar Division and considering the dilapidated condition of both the P O building and its post attached quarters inviting major civil works, Nimapara MDG was dequarterized temporarily for a period of six months with effect from 11.12.2009 or till completion of civil work by the Chief PMG , Orissa Circle vide C O letter No. Bldg. / 16 – 281 / 99 ( Sub ) , dated 09.12.2009. But, during the specified period of six months, the required civil works could not be under taken. Thus, SSPOs, Bhubaneswar Division vide his letter No. D – 84 / Ch. II, dated 27.07.2010 requested for extension of dequarterization period till completion of civil work followed by reminder dated 27.09.2010.
But till date, no action has yet been taken by C O.

3.   Nayahat S O:

With continuous correspondences and discussions made in the monthly union meetings by this Divisional Union, the post quarters of Nayahat S O was recommended by the SSPOs, Bhubaneswar Division to Circle office as fit to be dequarterized. The Circle office subsequently enquire the security aspect of the P O vide C O letter No. Bldg / 8 – 658 / 09, dated 08.07.2010 with instruction for embodiment of an iron safe in the PO vide letter dated 29.07.2010. As known to this union, SSPOs, Bhubaneswar has requested the Superintendent, PSD for supply of the iron safe vide Divisional office letter No. J – 125, dated 04.08.2010 followed by reminders.

But unfortunately, no reply has yet been given by PSD to the SSPOs, Bhubaneswar Division and thus delaying the matter to be finalized.

Under the circumstances, it is needless to reiterate that due to undue delay in dequarterization in spite of every justification, the staff members are suffering from heavy financial losses. Thus, it is requested to take up the issues with the circle administration without delay  for early dequarterization and  sanction and payment of HRA to the concerned SPM / Postmaster from the date of their joining in respective PO as represented by them.

  1. The above sub post offices should be dequarterised immediately to relieve the agrieved oficials from financial loss since these accomodations are below standard.I sincerly request the administration to finalise the cases early .saroj kumar patra,OA,Divnl. Office.
