Circle office, Bhubaneswar called for willingness from eligible officials of Orissa Circle for appointment to Postmaster Cadre:

Sub:         Introduction of Postmaster cadre in Postal Wing  and invitation of option/application from willing eligible applicant for appointment in the post of Grade –I,II and III Postmaster of the Circle.

Ref:         DG (Post) letter no. 4-17/2008-SPB-II dtd. 22.11.2010 forwarded under CO letter no. EST/1-106/Ruling/2010 dtd.30.11.2010, CO letter no. ST/26-26/2010 dtd. 15.12.2010

                I am directed to request you to call for the option/ application with bio data from the willing  officials holding the post in the equivalent grade  for appointment as Postmaster Grade-I/II/III respectively. While inviting for the application for the said post it may be categorically stated that:

1.      Once an official submits his application he will not be allowed to withdraw the same.
2.      Officials who are still left with at least two years of service to retire may only apply in order to avoid their dislocation at the fag end of their service.
3.      In the event of their appointment as Postmaster their further career progression will be in the hierarchy in the Postmaster cadre only as per the provisions in the relevant Recruitment Rules  and not in the general lines.

The last date of receipt of option/application along with bio data in this office is fixed    25.04.2011.

You are requested to follow all the instruction noted in Directorate letter stated above and take necessary action to send option/application received from official duly checked with up to date ACR, Special Report with Disc/ Vig. Clearance  report, Service Book so as to reach this office by 25.04.2011.

  1. i want to know that if a person passed postmaster grade 1 exam and he wish to give inspector of post exam.
    is he eligible ?

As per Para – 6 ( 3 ) of the Directorate’s letter No.4-17/2008-SPB-II, dated 22.11.2010 introducing the Postmaster Cadre in Postal Wing, it has been categorically stated that in the event of appointment as Postmaster further career progression will be in the hierarchy in the Postmaster Cadre only as per the provisions in the relevant Recruitment Rules and not in the General Line. It has also been reiterated that once the official submits his application, he will not be allowed to withdraw the same.
    On the other hand a permanent employee of the Department with minimum five years in PA/SA cadre and within the Maximum age limit of 40 ( Genl. ) and 45 ( SC / ST ) is eligible to appear the IPO Examination.
    As I know, the recruitment rules for Postmaster Grade – I is not specific if a candidate already qualified in the cadre will be eligible to appear the examination for IPO. But the spirit of the above instruction indicates that officials opting for Postmaster cadre may not be allowed for any other cadre . And as you know, on the basis of similar interpretations such officials in Kerala and Tamilnadu Circle were not allowed to appear PS Group-B Examination this time.
    But the Staff Side is not in favour of such interpretation. The fact has been discussed in detail with the DG ( Posts) on 01.07.2011 under Demand No. 9 of the proposed Indefinite Strike commencing 5th July, 2011 with assurance by the Department that allowing officials opted to Postmaster Cadre to appear IPO & Group-B Examination will be considered positively.
