Divisional administration, Bhubaneswar negotiated with the Divisional J C A on 18.04.2011 for settlement on 10 point Charter of Demands:

Dear Comrades,
            The Divisional administration yesterday invited the Divisional J C A  for a negotiated settlement  on 10 point Charter of Demands already submitted  on 13.04.2011. Accordingly, all the three Divisional Secretaries of the J C A attended the discussion with the Divisional administration  at 17.00 hours on 18.04.2011 in the chamber of the SSPOs, Bhubaneswar Division. All the points were discussed in detail continuously for 3 hours and  the present series of  agitational programmes scheduled to be organized by the Divisional JCA with effect from 29.04.2011 were  decided to  be postponed due to the positive attitude of the administration shown during the course of discussion and reflected in minutes of the meeting as reproduced below.
            While thanking the Divisional administration for its positive and cooperative attitude, the Divisional J C A , Bhubaneswar expressed its sincere gratitude to all the members, Divisional Secretaries, well wishers and viewers who have extended their  moral supports to the proposed agitational programmes.

Demand No-1. - Stop irregular interpretation of OTA rules and clear all OTA bills up to March-2011 without any discrimination.
Reply- Clarification has been sought for from Circle Office, on receipt of which, all pending OTA bills up to March-2011 will be passed.
Demand No-2. - Stop exploitation of GDS, fill up all vacant posts and stop combination of duties in more than two posts. Sanction all pending combined duty allowances and paid leave to GDS. Deploy a permanent staff to work regularly in the drawal seat of GDS   in Bhubaneswar GPO.
Reply :-            Action has already been taken to fill up justified vacant GDS posts and instructions in this regard has already been issued to all unit heads.  All the Unit heads should submit justified proposals within one month.   As C.O. is according approval before filling up the vacant posts, it is a time-taking process.  Recently, 18 GDS recruitments have been finalized / completed besides 3 CRCs / Court Cases.  Combination of duties is another aspect, which is resorted to meet a sudden vacancy arising due to any retirement etc. basing on the present work load of the posts combined. When any complaint in any individual case  causing excess work load due to combination of duty is received same is being dealt with proper prospective.  As on date, 8 cases are pending at C.O. for approval.  Regarding sanction of paid leave no curtailment has since been imposed by this office. All such authorities are competent enough to sanction same and instruction in this regard is being issued to clear these cases on priority basis.  Drawal of pending leave sanction of GDS officials will be ensured during this month.
Demand No-3. - Provide police escorts to cash van immediately and stop issuing verbal orders to carry/collect cash beyond the prescribed limit.
Reply:-  The Comissionerate of Police Bhubaneswar-Cuttack is ready to Provide armed escort for conveyance of cash by cash van. Action is being taken to speed up the pending modalities in providing police escorts for cash conveyance by cash van as well as round the clock security to the  GPO.   DCP, Bhubaneswar Commissionerate, Bhubaneswar has been requested vide Letter No.G-26 dtd. 08.03.2011 for furnishing the exact amount to be charged by the Police authority for providing armed guards.
Demand No-4.  - Update the service book of postmen sanctioning all due leaves pending for years to gather.
Reply :- The suggestion is highly appreciated. This is due to slackness in the concerned branch. The concerned branch  and units heads are being suitably instructed in this regard.  Individual cases having such long pending issues may kindly be intimated for according priority.  In fact, due to non-updating of Service Book, there is no instance of non-drawal of salary and issue of final PPO.
Demand No-5. -  Supply Postmen chairs to all offices and other stock items as indented by SPMs/Postmasters on priority basis   including supply of up to date Manuals/Postal Volumes, Currency verifiers, water purifiers, additional computer consumables/spare to all SOs/MDGs.
Reply-:-  Items of furniture were supplied to all computerized Post Offices during last year.  During March, 2011,  four Steel Almirahs, four Postman Sorting Cases, 10 Steel Rack, 6 sets of Computer Table and Chairs, two Sorting Cases, one Sorting Table have been procured and will be supplied during this month to the needy offices.  Regarding supply of SB Manual, Vol.I & II, compiled by Kanwaljit Singh, AD (SB), Postal Directorate, New Delhi, proposal has been submitted to C.O. for procuring the same centrally.  On receipt of funds for computerization of single handed Post Offices, Currency Verifier and required computer furniture will be supplied.
Demand No-6. -  Modify the rotational transfer memo as per individual representations and stop posting of women employees in offices without basic amenities.
Reply:-   1.       S/S Padmanav Samantray, SPM, GGP Colony since joined as SPM, VSS Nagar on                                   04/11.
            2.         KLD Patra, SPM MRC Colony transferred on administrative ground.
            3.         Promod Kumar Jena, PA, Bhubaneswar Sectt S.O.:- His representation is under                                       examination.
            4.         As regards the case of K.K. Jena, SPM, Konark S.O., who has been transferred     during                           2009 – 2010 has since joined on 09.02.11. However, his case can be considered after                             completion of     training of new recruits.  No woman official is being posted in the offices                                without having basic       amenities. However, the case of  P.A., Gop S.O. for transfer to                                    the an office with amenities will be taken up on joining of new recruits.
Demand No-7. - Ensure up to date sanction of all pending    MIS incentive bills, Speed Post incentive bills, CEAs etc. and stop callousness in dealing with sanction of advances in connection with indoor medical treatment.
Reply - MIS/SP incentive and CEA claims are being scrutinized and passed. Since the bills are being received in huge number during March, it is not being possible to scrutinize and sanction all such bills by the end of March.  However, cases are being processed for early sanction of bills pending. Moreover, these are  not coming under Ceiling Items of expenditure, for which the cases are kept pending for clearance in the month of April, 2011.
Demand No-8. - Ensure immediate dequarterisation of all  offices having post attached quarters in dilapidated condition and below the prescribed schedule of accommodation.
Reply-  Nayahat S.O.  :- Iron Safe has been supplied recently for which final proposal will be submitted to C.O. during this week for dequarterisation.
R.R.L. S.O. :-  Circle Office has instructed to supply Iron Safe for better security arrangement.  In this regard, action has been taken to procure one Iron Safe for the Office during this month and final proposal will be submitted accordingly.
C.G. Colony S.O. :-        The case is  sub-judice. 
Baramunda Colony S.O. :-  Proposal is pending at C.O. level.
Budheswari Colony, Kalpana Square & MRC S.O.  :-   The SPMs were residing in the attached quarters previously.  However, on receipt of the representation from the SPM, the cases are being processed.
Demand No-9. - Ensure equal distribution of work in different branches of BBSR GPO by approving fresh MDW    taking all additional services/products in to account and immediate installation of AC in Bhubaneswar GPO.
Reply:- After total computerisation of BBSR GPO, the work-load of the office has come down.  However, Sr. PM is being instructed to review the work load of each branch and to forward the draft copy of MDW basing on the result of review  for approval. Regarding provision of AC, that point was raised by the Sr. PM before Member(O) during her visit to GPO in my presence and that aspect was turned down, as no such facilities have yet been provided to the offices of similar and higher status.
Demand No-10. - Before expecting 100% efficiency from project arrow Pos, ensure filling up of all vacant posts, both operative and delivery.
Reply:-  It is not feasible to fill up the vacancy instantly as there is a lot of exercise to be under taken to fill up vacancies. Since the motto of the Dept is to ensure delivery upto tolerance limit, we have to understand the vision of the Dept. However, action is being taken to fill up justified vacancies  of both operative and delivery staffs very recently. 
            Further, it is discussed that MIS Incentive Bills, Speed Post Incentive Bills, OTA Bills and PA-17(a)[SPM’s  Monthly Report] should be submitted without fail by the first week of the following month.
