Sub:     Arrangement for sale of Application forms and Prospectus of Odisha JEE-2012 through identified post offices under Retail Post.

I am directed to intimate you that Department has accepted the proposal of Chairman, ODISHA JEE-2012 for selling application forms and prospectus of OJEE-2012  in the following 86(eighty six) identified post offices in Odisha Circle and outside of Odisha Circle under Retail Post on the terms and conditions/accounting procedure appended below.

            The cost of each set of application form and prospectus of OJEE-2012 to be sold through identified post offices is Rs.550/- out of which the Department will retain Rs.30/- (including service Tax and Education Cess) towards commission under Retail Post. The detailed Operating and Accounting Procedure is enclosed herewith for information and necessary action.

            The Sr. Postmaster, Bhubaneswar GPO will act as the Nodal Officer for settlement of accounts and issue of cheque for the consolidated amount  received from the identified offices on weekly basis basing on the information received from the identified offices concerned in Odisha  and outside Odisha also through e-payment/manual mode in case of  e-payment mode does not function.
           
You are requested to ensure sale of application forms and prospectus of OJEE-2012 at the identified post offices as mentioned below from 10-02-2012 to 15-03-2012

Terms and conditions
1.         Bhubaneswar GPO in Bhubaneswar Division will be the Nodal Office for receipt of application forms in bundles /packets for dispatch to identified Post Offices through Special Bags in coordination with RMS.  The postal charges for despatch of Packets/bags containing application forms will be borne by the Department.  The packets addressed to Postmasters/Sr.Postmasters of identified post offices will be supported by an invoice in duplicate showing the number of forms supplied to that identified post offices.
2.         Bhubaneswar GPO-751001 will be the nodal office for collection and payment of sale proceeds to Chairman, OJEE-2012 and settlement of accounts with Chairman,OJEE-2012. The Sr. Postmaster, Bhubaneswar GPO will issue cheque for the consolidated amount on weekly basis as per  the amount / information received  from identified post offices through e-Payment software/manual mode.
1.                   Forms will be sold by the identified Post Offices @ `.550/- each including taxes. India Post will charge a commission of `.30/-(Rupees Thirty only) including Service Tax and Education Cess for each application form sold through its network. In other words, a sum of `. 520/- will be payable to Chairman, OJEE-2012 for each application sold through the network of post offices. The amount of  `. 30/- should further be classified  as follows.
Retail Post=`.27.20, Service Tax=`. 2.72, Education Cess=`. 0.08
Total=  `.30.00

4.         The sale of Application form through the identified post offices will start on 10th Feb-2012 and will be closed on 15th  Mar-2012. The sale proceeds will be paid by Bhubaneswar GPO by cheque drawn in favour of Chairman,OJEE,2012 on weekly basis on the last working day of each week till the sale is closed .Unsold application forms will be returned immediately by the identified offices latest by 25-3-2012 to Sr. Postmaster,Bhubaneswar GPO  which will be returned by the Sr. Postmaster, Bhubaneswar GPO  by  31-03-2012 to Chairman, OJEE,2012, OJEE Cell, Gandamunda, , Bhubaneswar-751030 

            Regional Heads and Divisional Heads are requested to ensure sale of the OJEE-2012 application forms through identified offices under their control and direct the BEs also to see that the sale is carried out smoothly in the identified offices without causing any trouble to the students/customers. It is also requested for making proper araangements for the sale of application forms in the post offices and their receipts/ final delivery.

Bags containging OJEE-2012 application forms addressed to various Post masters of the circle and outside. It is to mention that such bags are being dispatched by SrPM Bhubaneswar GPO w.e.f 09.02.2012. In no case the bags should not be detained/delayed in RMS point as instructed by CPMG(O).

Annexure –I
   e-Payment  OPERATION AND ACCOUNTING PROCEDURE OF SALE OF APPLICATION FORM AND PROSPECTUS of
Odisha JEE - 2012.

1.The cost of application form and prospectus is `. 550/- and the commission payable to the Department of Post is `. 30/-  including Service Tax and Education Cess per application sold through Post Office.

2.The sale will commence on 10th  Feb 2012 and will continue up to 15th  Mar-2012 and forms will be sold using e-Payment software.

3.Bhubaneswar GPO will be the Nodal Office for settlement of accounts and the Sr. Postmaster, Bhubaneswar GPO (Tel No. 0674-2390165) will be the Nodal Officer for this purpose.

4.Bhubaneswar GPO will be the Nodal Office for receipt of form and prospectus from the Chairman, OJEE-2012 and dispatch the same in bundles / packets to the concerned identified Post Offices. The dispatch will be made as per the distribution list attached in the departmental mode by Bhubaneswar GPO to all identified offices under invoice. The invoice to be prepared in triplicate and two copies of the invoice will be despatched with forms to each identified Post Office retaining other copy in the office for record.

5.The identified Post Offices immediately on receipt of application bundles will make entry in the stock register to be maintained for  the purpose. The stock and sale of application forms will be checked and authenticated by the Head of identified Post Offices every day during the period of sale. The invoice received from nodal office will be compared with the number of forms physically received and duplicate copy returned duly acknowledged.

6. For sale of forms and prospectus in post offices e-payment software will be utilised.  The customers will be granted e-Payment receipt for  the amount of Rs.550/- per application with prospectus. The standard procedure of e-Payment will apply to this case.  For this purpose, Director, PTC, Mysore has been requested to create a National  level Biller ID   for the customer . On receipt of National Biller ID from PTC Mysore, the same will be communicatd to all concerned by next mail.

7. Payment of sale proceeds to the customer towards sale proceeds of application forms for the entire period of the scheme will be made by Bhubaneswar GPO on weekly basis on the last working day of the week till the sale is closed. All concerned will process the case without delay and ensure daily transmission of data about sale for timely payment.

8. The sale proceeds up to 15th t Mar 2012 will be consolidated by each identified office in the enclosed Proforma I and sent to concerned Head Post Office on 20-03-2012  positively  and Head Postmasters are required to send the same to Sr. Postmaster,Bhubaneswar GPO immediately

9.The Sr. Postmaster, Bhubaneswar GPO will consolidate the amount of sale proceeds received from all concerned offices and will issue an A/c Payee cheque in favour of Chairman OJEE –2012, JEE Cell, Gandamunda, Bhubaneswar-751030  for the consolidated amount.  He will send consolidated report in the Proforma-II enclosed to all concerned.

10.   Indents may be placed to the Nodal Office by the identified offices for additional requirements, if any.

11.   The Department has agreed to collect and forward the completed application from its customers who have purchased the application forms from the Post Office free of cost to the JEE-2012


The following formalities will be observed for the said purpose.
a.     Completed application forms in open condition will be accepted from the public who have purchased application forms from the same Post Office till the last date of submission of application i.e. on or before22-03-2012.
b.     The acknowledgement card duly stamped will be returned to the customer.
c.     All applications received in a particular day will be entered in the register chronologically and a list in triplicate thereof will be prepared.
d.     All applications for JEE –2012, received within the week will be sent to the Chairman, JEE-2012, JEE Cell, Gandamunda, Bhubaneswar-751030 , with the list on the last working day of the week in a separate cover/bag. A copy of the said list is to be endorsed to Sr.Postmaster,Bhubaneswar GPO & BD Cell, CO by each identified office.
e.     Accordingly, the dates of weekly despatch are 18-02-2012. 25-02-2012, 03-03-2012, 10-03-2012, 17-03-2012, and last despatch should be on 23-03-2012 as we have an obligation to deliver all the applications received through Post Office positively within one week of the last date of sale of application forms..
f.      All concerned are requested to forward all the applications received by them well in time keeping in view their local mail despatch, transit conditions etc. so as to ensure delivery of all applications collected by them to Chairman, JEE-2012, JEE Cell, Gandamunda, Bhubaneswar-751030 by 23-03-2012 positively to avoid future litigation.


12.    After the close of the sale, the unsold application forms will be returned by all identified post offices to the Sr. Postmaster, Bhubaneswar GPO , Bhubaneswar-751001  positively by 25-03-2012 who will consolidate all the applications so received and will make over the unsold applications to Chairman OJEE –2012, JEE Cell, Gandamunda, Bhubaneswar-751030  by 31-03-2012 under receipt under intimation to Sr.Postmaster,Bhubaneswar GPO & BD Cell of Circle Office, Bhubaneswar.

13.   The revenue generated through this business package may be included in the monthly BD Performance Report.
