Sub:- Mail Network Optimization Project:- Implementation of Network Redesign for First Class Mail
A copy of Directorate letters no 30-7/2012-D dated 01.02.2012 on the above subject along with annexure –I, II and III is forwarded herewith for kind information, guidance and necessary action.
The new operational network and processing arrangements for First Class Mail (Unregistered and Registered) will come into effect from 15th February 2012. All concerned are requested to complete the action required action to migrate to the new network by 14th February, 2012.
i) Annexure-I is the list of Level-1 and Level-2 offices to handle First Class Unregistered Mail
ii) Annexure-II is the list of Level-1 and Level-2 offices to handle First Class Registered Mail
iii) Annexure –III is the Sorting Extract based on PIN range for both unregistered and registered mail.
(a) The Post Offices in the Circle will close bags 4 bags (2 for Regd and 2 for unregd articles) to the L-1 or L-2 Mail Office in the following manner.
i. One bag containing TD Unregistered First Class Mail to be delivered by the Post Offices mapped to the Mail Office.
ii. A bag containing Unregistered First Class Mail other than TD.
iii. A bag containing TD Registered First Class Mails to be delivered by the Post Offices mapped to the Mail Office.
iv. A bag containing Registered First Class Mail other than TD.
(b) The Post Offices will retain the station Registered / Unregistered articles to be delivered by the same office.
(c) No Post Office will close any bags other than the RMS to which the PO is mapped. Accordingly all other bags closed by a Post Office stands discontinued with effect from 15.02.2012. The concerned Divisional Superintendent will issue necessary instructions for discontinuance of the bags.
(d) The PIN code/PIN range of the Post Offices will close bags to the mail office to which they have been mapped as mentioned below.

4. The Mail Offices will close bags for handling Unregistered / Registered First Class Mails as follows-
(a) The Level-1 Mail Office will close direct bags to all Level -1 Offices within and out side the Circle. The Level -1 Office will also close bags to Level – 2 Mail Office and Delivery Post Offices which have been mapped to it .
(b) The Level -2 Mail Office will close bags for the Level – 1 Mail Office to which it is mapped and to Level – 2 Mail Offices of its own Level -1 Mail Office. The Level – 2 Mail Office will close bags to all the delivery Post Offices which are mapped to it.

(c) No Mail Office will close any other bag to any Mail Office / Post Office other than those mentioned above.
(d) The Mail arrangement for closing of bags between L-1 and L-2 Offices is being issued separately.
The sorting cases and sorting diagram may be re organised as mentioned in Para 7 and Para 8 of the directorate letter.
The existing arrangements for closing of bags by the Business Post Centre (BPC) and Mail Business Centre (MBC) handling outward bulk mail would continue for the time being.
All concerned are requested to take necessary action for successful implementation of the new operational procedures for handling of First Class Mails and compliance may kindly be reported to this office.
