In a move to enable the government to fire incompetent bureaucrats, the central government has changed the rules to introduce reviews for senior administrative and police officers to identify the dead wood and give them the boot. The government may issue three-month notice to the officers identified as dead wood or hand them three months salary and tell them to pack their bags.
The central government can “require a member of Service to retire from service in public interest” in consultation with the state concerned, said the notification issued on Tuesday by Deepti Umashankar, director at the department of personnel and training.
The new rule will cover All India Service officers which include the Indian Administrative Service (IAS), Indian Police Service (IPS) and the Indian Forest Service (IFoS).
The first review will be conducted after the officers complete 15 years of service and the second, when they turn 50. But the government has left the door open to review the entire service record of any officer to determine their suitability in continuing to work in the government at any point.
Several official panels constituted by the government to make the bureaucracy efficient have recommended that the government find a way to identify the non-performers and remove them.
It was an idea that was supported last year by Professor DP Agrawal, the man who chairs Union Public Service Commission (UPSC), the body that selects the high-ranking civil servants.
“There should be intense assessment of performance of the officers at various stages of their career to weed out dead wood at an early stage,” Prof Agrawal had said.
