Sub - Irregular declaration holiday “Holi” for Central Govt. Offices in Odisha on 27-03-2013 (Wednesday), when Holi is going to be observed throughout Odisha on 28-03-2013 (Thursday) and declared as State Govt. holiday on 28-03-2013.
Respected Sir,
It is quite dismay to intimate that
the Central Govt. Welfare Co-ordination Committee to which our circle head is a
member has not scrutinized properly about the three holidays, those require for
declaration of holidays as per local importance. The important festival like
“Holi” (Festival of colours) which falls on 28-03-2013 (Thursday) in Odisha and
State Govt. has declared holiday on 28-03-2013(copy enclosed), the Central
Govt. Welfare Co-ordination Committee declared holiday for Holi on 27-03-2013,
which is quite unfortunate and created a strong resentment of staffs from all
corners of the State. This is not for the first time; the same error also
happened in the last year. We apprehend that no representative from our Postal
Department is attending the Co-ordination Committee while taking such decision
on holidays, ignoring the local importance of the festivals. Holi is the
festival of colours, will be observed all over Odisha on 28-03-2013, will
restrict staffs to come outside due to display of colours everywhere and
practically no work can be exhibited by them.
It is quite obvious that declaring
holiday on Holi on 27-03-2013 as per the all India list without looking in to
celebration of the same in Odisha State is a wrong decision and also will cause
loss to the Department of Posts due to non-performance of duties by staff on
28-03-2013. Further, not only Postal staffs will be put in to inconvenience,
the problem will be faced by all the Central Govt. Employees in the State.
Therefore, it is urged upon for
immediate constitution of Central Govt. Welfare Co-ordination Committee of
Odisha State to review the wrong decision, affecting the total C.G employees
and for immediate action to change the day of holiday for Holi from 27-03-2013
to 28-03-2013 to avoid strong discontentment of employees.
