Dear Comrades,

As per the call of the Confederation of Central Govt. Employees & Workers, New Delhi, a day-long Dharana would be launched in all State Capitals in important places and in all important cities as well on 20^th June, 2013 (Thursday) on 15 point Charter of Demands which was decided in 24^th National Conference held at Kolkatta from 4^th to 6^th May, 2013.

Our State CoC met on 15^th last at Bhubaneswar at 6 PM and unanimously decided to launch the Dharana Programme on 20^th June, 2013 at Bhubaneswar before Bhubaneswar GPO in GPO campus from 10.00 hours to 15.00 hours to highlight the issues and accordingly decided to make the programme a grand success contributing Rs.200/- per organization to meet the expenditure of Dharana Programme.

You all are therefore requested to attend the programme with rank and file and make it a grand success.

DEMANDS

1.                  Revision of wage w.e.f. 01.01.2013 and setting up of VII CPC.

2.                  Merger of D A with pay from 01.01.2011 when D A crossed more than 50%.

3.                  Remove restriction imposed on compassionate appointment.

4.                  Functioning of the JCM and implementation of the Arbitration Awards.

5.                  Remove the ban on recruitment and creation of posts.

6.                  Stop down-sizing, outsourcing, contractorization and corporatization.

7.                  Stop price rise and strengthen PDS

8.                  (a) Regularization of daily rated workers.

(b) Absorption of GDS as regular postal employees

9.         Introduction of PLB and removal of ceiling limits

10.             Revision of OTA and Night Duty Allowance rates

11.             Arbitration wards.

12.             Vacate all Trade Union victimization

13.             Make the right to strike a legal right and stop curtailment of T U rights

14.             Career Progression – Five promotions to all in the service career

15.             Scrap the New Pension Scheme
