The AIPEU, Group-C, Bhubaneswar
Divisional branch concluded its 8th Biennial Conference on
13.04.2014 in the Institution of Engineers ( India ), Odisha State Centre,
Bhubaneswar – 751 001.
In accordance with the Notification
issued vide this Union’s letter No. Un/BN-AIPEU/Gr.-C/Con-2014, dated 18.03.2014,
the Working Committee sat on 12.04.2014 and finalized the agenda for the 8th
Biennial Conference and discussed , considered and adopted the draft Biennial
Report , Audited Accounts and Budget Estimates
to be presented before the 8th Biennial Conference.
The Draft Biennial Report was
released by Com. M Krishnan, Secretary General, NFPE/Confederation of Central
Govt. Employees and Workers. Wishing every success of the Biennial Conference,
Com. Krishnan briefed the long successful journey of NFPE since its initiation
in the name of Postal Club of Kolkatta GPO in 1905 till date presenting the
story of struggles and sacrifices of our founder leaders and other pioneers of
P & T Trade Union Movement. To maintain the glory of such an organization
in the name of NFPE, Com. Krishnan advised the members to be knowledgeable and
militant to save the organization and the Department as well.
On the day of the Open Session on
13.04.2014, the national Flag was hoisted by Com M Krishnan, Secretary General,
NFPE/Confederation of Central Govt. Employees and Workers , the NFPE Flag by Com.
R C Mishra, Circle Secretary, P-III, Odisha Circle and Vice – President, CHQ
and the AIPEU, Gr.-C flag by Com. P C Dash, Divisional President at 10 AM. The Open
Session of the Conference was inaugurated by Com. R N Dhal, Ex-Leader , RJCM (
Staff Side ) and General Secretary,
Odisha State CoC of Confederation of Central Govt. Employees and Workers.
In his
welcome address, Com. Dusmant Dash, Convener, Odisha Shramika O Karmachari Ekata Mancha and Chairman
Reception Committee strongly criticized the anti-working class, anti-people and
anti-employee policies of the present
Govt and suggested everyone to opt for electing a
right Govt. that will work for the welfare of the common men and protect the national unity, social cohesion, secular and federal
structure and democratic ethos of this sub-continent.
Addressing
the Open Session as Chief Guest, Shri Anil Kumar Singh, DPS ( BD & Mktg.) narrated
the need of the hours and role of the postal employees to save the Department.
Shri Subash
Ch. Barik, SSPOs, Bhubaneswar Division addressed the Open Session as Guest of
Honour. In his deliberation, the SSPOs appreciated the efforts of all the
Divisional Secretaries and their team members whose hard works and sincere
efforts could help Bhubaneswar Division in achieving its target in PLI /RPLI
and POSB. He also appealed all the staff members to be very much cordial towards
the customers and deliver the same as expected from the members of public by
them.
Addressing
the Open Session as Chief Speaker, Com. M Krishnan, General Secretary, AIPEU,
Gr.-C, CHQ / Secretary General NFPE / Secretary General, Confederation of
Central Govt. Employees and Workers briefed the commitment of NFPE towards the
nation as a whole. He elaborately discussed all the current issues affecting
the Group-C employees in particular and Postmen, MTS and GDS employees in
general. Intimating the activities undertaken by the CHQ / NFPE at Directorate
level on MNOP, IT Modernization Project, National Postal Policy, abolition of
posts and post offices, cadre restructuring, 7th CPC and project
Arrow related issues, Com. Krishnan told how the CHQ is functioning prioritizing
redressal of the all genuine issues as
early as possible. He suggested the members to make the organizations at grass
root level stronger so that the Circle Union, CHQ, NFPE and Confederation will
function efficiently. There is no other organization as NFPE and Confederation.
So every individual members should feel proud of being a member of NFPE and
motivate others to join NFPE.

members whose participation added colours to the Conference.
The Open
Session was presided by Com. P C Dash, Divisional President and organized in a
very decorative and colourful manner by Com. Pramod Kumar Sahoo and Ms. Sonali Priyadarshinee,
members of this Divisional Union. Lastly all the dignitaries present on the
dais were felicitated by the union.
The vote of
thanks was given by Com. B Samal, Divisional Secretary.
The
afternoon session was started at 4 PM. The Biennial Report was presented by Com.
B Samal, Divisional Secretary and the Audited Accounts by Com. Lingaraj Sahoo,
Treasurer and adopted by the General Body in the presence of our General
Secretary and Circle Secretary. As many as 30 resolutions on local issues were
adopted unanimously. In order to increase the participation
of women employees in union activities and to create awareness on the duties
and rights of the working women, the 8th Biennial Conference
unanimously resolved to form a Women Sub Committee in the line of All India level
already formed by our CHQ in the 29th AIC. It was also resolved that
the Women Sub Committee will be invited for all the Divisional Working
Committees.
