Sub:- Violation of instructions contained in Rule

the Senior Postmaster, Bhubaneswar GPO.
Dear Comrade,
This has a reference
to instructions contained in Rule 2 ( 5 )
& ( 6 ) of P O S B Manual Vol. I (corrected up to 31.12.2006) reproduced here as follows:
DUTIES AND RESPONSIBILITIES OF THE POSTMASTER AND TENURE
Rule 2. (5):
(i) The Counter Assistant shall be rotated after
every three years with the other P.A. in S.Os, having three hands or more this
provision may be extended up to four years at the discretion of the Head of the
Circle.
(ii) The tenure in Single Handed and Double
Handed Offices is 3 years.

branch prior to the introduction of the scheme.

instant counter facilities, the counter Assistant will be rotated with other
officials working in S.B. branches every two years.

Since
the above instructions are grossly violated in Bhubaneswar GPO, we brought Item
No. 01-05/2012 for discussion with the Divisional administration in monthly Union meeting held on 10.05.2012
with request to change the officials
working in S B branches of Bhubaneswar GPO for more than the prescribed period
as enjoined in the above ruling. Accordingly, SSPOs, Bhubaneswar Division
called for a report from the Sr. Postmaster, Bhubaneswar GPO in reply to which, the
latter vide his letter No. Sr. PM / Misc – 2012, dated 12.05.2012 reported that
there is no such provision to change the officials working in SB branch.
The Union was really
surprised to receive such a reply in contravention to the above ruling from a
responsible officer of India Post.
Again, when the item
was brought for discussion in the monthly union meeting on 12.06.2012, the
above reply of the Sr. Postmaster was strongly protested by this union and
accordingly the SSPOs, Bhubaneswar Division instructed the Sr. Postmaster to
act as per the above ruling immediately and report compliance.
But we are sorry to
inform you that no change has yet been made in S B branches of Bhubaneswar GPO so
far and the Sr. Postmaster is clearly
violating the instructions contained in Rule 2 (5) & (6) of P O S B Manual Vol. I and daringly disobeying
the instructions of SSPOs, Bhubaneswar Division which compelled us to bring this matter before
the Circle Union to appraise the fact to the Circle head for further necessary
action.
It is worth
mentioning here that the above disobedience to the orders of the SSPOs,
Bhubaneswar Division supported with clear violation of the S B rulings in force by the Sr.
Postmaster, Bhubaneswar GPO not only creates a bad working atmosphere in
Bhubaneswar GPO but also expresses undue favouritism towards a particular
person/group for the reasons best known to him.
Let a good working
atmosphere prevail in Bhubaneswar GPO.
The nature of action
taken may please be intimated to this union.
With greetings
Comradely yours,
( B SAMAL)
Secretary,
AIPEU, Gr.-C
Bhubaneswar Divisional Branch
Dear Samal,
ReplyDeleteIn the days of give and take policy, do you think that your protest will be valued ? To stop the drama, our member's awareness is sufficient. Let's watch the reaction.
Hello Comrade,
ReplyDeleteI see such a protest in your blog after a long time. Thanks. Please carry on. Nobody has the right to violate Department's instructions.
- A comrade from Bhawanipatna -
When the P As do slight deviation due to work pressure or ignorance, the administration does not hesitate to take action. Why the SSPOs, Bhubaneswar Division is not recommending the CPMG, Odisha Circle to take disciplinary action against the Sr. Postmaster, Bhubaneswar GPO?
ReplyDeleteDear Samal,
ReplyDeletePlease suggest your comrades working in Bhubaneswar GPO to compell the Sr. Postmaster for strict adherance to S B rulings. No kind of monopoly will be tolerated.
Really very surprising. How could a Group-B officer be so ignorant on S B rulings and reply that there is no such ruling to change the officials after completing tenure ? It is completely undue favouritism to a person for some vested interest best known to the Sr. Postmaster, Bhubaneswar GPO.
ReplyDeleteThis is not a personal allegation against anybody but a protest for following the rules and treating all staff members equally. Administration should not be biased for any reason. Same principle should not be interpreted differently for different persons. Hope, the administration will look into the matter seriously.
ReplyDeleteRespected Comrade,
ReplyDeleteYou are always bold. Now you have completed your responsibility by bringing the issue broadly to all concerned. Now let's watch what our Circle Secretary is adding to the issue.
I don't think that the the Sr. Postmaster is not aware of the ruling. He is favouring a person and doing this intentionally. The matter of surprise that he is not even caring the instruction of the SSPOs. Who / What is behind such adamancy ?
ReplyDeleteHEY BANDHU,
ReplyDeleteSABU SEI SEATRA DOSHA.KICHHI BYASTA HEBARA NAHIN. EMITI JUGA JUGARU CHALICHHI. SAMASTE JANANTI KANA HUE KEMITI HUE.
THE CIRCLE SECRETARY SHOULD TAKE THE ISSUE SERIOUSLY FOR EARLY SOLOTUIN.
ReplyDeleteThere are many qualified S B Aptitude P As in Bhubaneswar GPO. All should be rotated timely to get the financial benefit. The Seior Postmaster has no right to debar anybody of his right. Shame on his monopoly.
