Subject: Regarding non-writing of clear remarks/reasons by Postmen for non-delivery of Speed post and registered post articles.

            In this connection one DO letter no. 30-27/2011-D, dtd. 13.09.2013 from CGM (MB) is forwarded herewith.  As per the observation of Hon’ble Metropolitan Magistrate, Delhi that clear remarks/reasons for non delivery of Speed Post/Registered Articles sent by Court for delivery of Summons/Notices were not been recorded on the articles by the Postman. Accordingly, the Court has taken a serious note of the matter and directed the Department for ensuring recording of reasons for non delivery of Speed Post/Regd. Articles in clear manner and also to take special care for delivery of Court Summons/Notices.

            It is in rule that Postman should record reasons for non delivery of Speed Post/Regd. Articles on the body of the articles itself.  Besides that delivery post offices are also required to enter the reasons for non delivery in respect of Speed Post at the time of uploading delivery information.

            Therefore you are requested to issue suitable instructions to all the delivery offices for ensuring clear recording the reasons of non delivery of Speed Post and Registered Articles and these remarks are also entered in speed- net and R-net module at the time of entering the delivery information.  Besides that the delivery post offices be instructed to pay adequate attention for delivery of Court Notices/Summons sent by Speed Post/Regd. Posts. Name of the recipient may also be entered at the time of uploading of delivery information so that same appears in the online tracking system.

            Action taken report in this regard be sent to this office by return e-mail. This may be treated as MOST URGENT PLEASE.
