Sachin Pilot explained Project Arrow :

Union minister of State for Communication and Information Technology, Sachin Pilot on Monday said Bharat Sanchar Nigam Limited( BSNL) was strengthening its communication network along the areas bordering China.
"Mobile services have been provided along the difficult Lahaul- Spiti road through satellite connectivity at Samdoh and Losar which was commissioned a week back," said Sachin Pilot interacting with media persons after dedicating eleven post offices of the state through video link under project Arrow of Department of Posts.
Further elaborating on the achievements of BSNL, he said connectivity hads been provided along Tandi, Purthi, Mrindal, Chalol, and Sagnam in Lahaul and Nako and Chango in Kinnaur. "Work at Namgiya is in progress", said Pilot adding that "Nine DSPTs have been installed for Indo-Tibetan Border Police along India-China border while 30 more being procured for installation in border villages," said Sachin.
Giving details on project Arrow launched to modernize the postal department, Pilot explained that the project was aimed at enhancing the quality service in core areas of the state and upgrading the look and feel of post offices.
The post offices which were connected through video link include post offices of Solan, Nahan, Mandi, Sunder Nagar, Bilaspur, Hamirpur, Palmpur, Dehara, Una, Rampur Bushair and Barsar. It is noteworthy that project Arrow is in its’ second phase in Himachal. In the first phase as many as 14 post offices were covered.
Sachin said the project arrow is aimed at transforming India Post into a vibrant and responsive business organisation with a strong focus on social obligations.
Elaborating about the services being provided in post offices under the project Sachin said strong emphasis has been laid on improving efficiencies of mail delivery, remittances, saving accounts and other services.
"Similarly enhanced branding, technology, human resources and infrastructure are being deployed to deliver better services," Sachin said.
Further briefing about the transformation being made in the post offices of Himachal Pradesh Sachin said in all big post offices of the state, a uniform brand new computer hardware and single window service system has been introduce to reduce waiting time for customers.
"All post offices are also equipped with broadband connectivity to provide web- based services of the department like e-Money order, Western Union Transfer, Instant Money Order and e-post," said Sachin.
Terming project arrow as reinvention of Department of Post Sachin said department is committed to transforming into a technology enabled, self reliant market leader by embarking on a massive IT modernization programme.
Total 1877.2 crores would be spent upon computerization and networking of all 1.55 lakh post offices across India with major focus on improving the infrastructure, developing applications, rural ICT and better programme management.
"To compete effectively in the marketplace, the department will soon be launching core banking facilities in 4000 branches while 1000 India Post ATMs would also be set up along with issuing debit cards to the existing saving bank account holders," Sachin said.
