Brief Annual Report
from 07.05.2012 to 06.05.2013 presented before the Divisional Working Committee on 16.05.2013
Beloved President & My Dear Comrades,
I am privileged to
present this annual report before the Divisional Working Committee for detailed
analysis of the activities of this Divisional Union since last Biennial
Conference concluded successfully at NALCO, Auditorium, Bhubaneswar on 06.05.2012.
Before proceeding ahead, on behalf of the Working Committee, I would like to
pay respectable homage to the departed souls from the trade union fraternity and
all other fields with significant contribution for the welfare of the working
class. I would also like to pray before Lord Jagannath for early recovery of
our beloved Comrade Gautam Kumar Pathy.
Simultaneously, I would
like to congratulate all our comrades and staff members irrespective of cadre
and wing who have contributed a lot to keep the good will of our Division and
Divisional Union through their personal achievements. I also wish all success
of the staff members who have got their promotion and wish healthy and peaceful
life who have retired during the period of review.
A. Present Position of some important National Issues :
1.
Through
our combined effort, we could be able to stop closure / merger of 9797 post
offices.
2.
All
vacant posts up to 2010 including pending residual vacancies have been filled
up. Examination for 2011-12 vacancies has been over, Result will be published
shortly.
3.
Conversion
of all IPO line HSG-I posts to General Line has been agreed to. Orders will be
issued.
4.
Pending
release of Revised Recruitment Rules for HSG-I cadre, regular promotion to
HSG-I cadre has been ordered to be completed by 06.05.2013. In Odisha Circle,
DPC has been convened since 10.05.2013.
5.
Our
demands to allow the officials under Postmaster cadre to appear PS Group B and IPO examination and the P O & RMS
Accountants to opt for Postmaster cadre though accepted, orders are yet to be
issued.
6.
Our
demand not to allow the IPO line officials for Senior Postmaster examination
has been rejected.
7.
Problems
of Systems Administrators are still unaddressed.
8.
The
Department is not in favour of creating a separate cadre for Marketing
Executive.
9.
The
Department has formalized the
reservation for promotion in IP
cadre for PH candidate and forwarded the
file to the Ministry of Social Welfare
for formal approval.
10.
The
New Pension Scheme is being opposed tooth and nail. The Confederation and NFPE
as well have conducted various agitational programmes for the purpose.
11.
The
Directorate has directed all the Circle Heads to collect , compile and furnish details of ex-RTPs deputed to APS to consider for extending the benefits to all similarly
situated persons. Odisha Circel has already supplied the list of ex-RTPs since
long. No action has yet been taken.
12.
The
last meeting on cadre restructuring was held on 29.05.2012 with following
understandings:
a.
Proposal
to upgrade 11395 single handed S O and 6719 double handed S O to the status of
LSG will be considered.
b.
The
SPMs of 3732 triple handed S Os and 6989 LSG officials will be upgraded to the
status of HSG-II
c.
The
present 3352 posts of HSG-II and HSG-I
will be amalgamated.
d.
30%
of HSG-I posts will be identified as
non-functional Group-B with Grade Pay Rs.4800/-
e.
1/3rd of the total LSG, HSG-II and HSG-I will be carved out as Postmaster Grade – I, Grade –II and Grade
– III respectively.
f.
The
Posts of S As will be made as LSG and vice versa.
g.
PO
& RMS Accountant will be made as
separate channel of promotion by identifying the posts of LSG, HSG-II and HSG-I
posts.
13.
The
following issues in respect of MACP are yet to be sorted out:
a.
Any
promotion acquired by writing the competitive examination shall not be equated with MACP promotion. The Jodhpur Judgment
shall be honoured and implemented.
b.
Application
of bench mark shall be dropped up to Pay
band – 2 levels.
c.
Grant
of MACP to those declined LSG promotion prior to issue of MACP orders. (
18.09.2009)
d.
Non-grant
of 3rd MACP by counting 10 years from TBOP in case of promotes.
14.
Though
orders have been issued vide Directorate’s letter No. 4-4/2008-PCCC, dated
22.11.2012 for adherence to line limit for conveyance of cash or provision of
security guards in post offices in sensitive areas, this is not being adhered
to in Odisha Circle.
15.
Confirmation
examination in case of direct recruitment has been deleted.
B. Important Activities
undertaken since last Biennial Conference:
1. Highlighting the issues of Bhubaneswar
Division through MPs / MLAs / Electronic / Mass Media :
On the eve of the
Biennial Conference, while 19 MLAs of Odisha Assembly leaded by Sri Jitu
Pattnaik, Hon’ble MLA , Champua brought the problems of Odisha Circle as a
whole to the notice of Sri Sachin Pilot, the then, Hon’ble Minister of State, Ministry
of Communication and IT , many important national and local dailies covered the
issues and problems of the postal employees soon after the conclusion of the
Biennial Conference. The Times of India, The Pioneer, The Political and
Business Daily, The New India Express, The Samaj, The Sambad, The Khabar and
many others highlighted the issues broadly pressurizing Odisha Postal Circle
administration for early solution of different problems raised by this Division
Union during the last Biennial Conference.
In addition, With our
sincere effort, Sri Bibhu Prasad Tarai, Hon’ble Member of Parliament ( Lok Sabha) has been pleased to brought the
following issues to the notice of Ministry of Communication.
a.
Supply
of letter and parcel bomb detectors to
Post Offices:

Supply
of literatures / brochures :
c.
Proper
training to staff members on basic knowledge in computer:
d.
Fitting
of glass panels in counters and provision of Air Conditioner and Water Cooler
in all Project Arrow Post Offices::

Repairing
of lift of Chief PMG building, Odisha Circle and making all post office
buildings disabled-friendly:
Similarly, Shri Pradeep Majhi, Hon’ble Member of Parliament ( Lok Sabha) has been pleased to brought the
following issues to the notice of Ministry of Communication.
a.
Provision
of Police Escort for conveyance of cash and deployment of arm guards for
overnight stock of cash and valuables in Head Post Offices
b.
Stoppage
of atrocities on trainees in Postal Training Centers and unnecessary financial
/ physical burden in the name of uniform / Shramadan :
c.
Dequarterization
of Post Offices having post attached quarters below schedule of accommodation
and in dilapidated condition
d.
Construction
of P O buildings / staff quarters/ local
training centers / auditorium / examination hall on acquired lands by India
Posts.
We consider it as one
of the right ways to pressurize the administration in highlight the issues
through electronic and mass media and we have done it.
2. Celebrating Earth Day in the campus of
Pipli Post Office :
While worldwide
efforts are on move to protect and improve nature and stabilize emission of
greenhouse gases, postal departments from across the globe are adopting best
practices for minimizing their carbon footprint. In this context, the postal
administration of Bhubaneswar in association with All India Postal Employees
Union, Bhubaneswar Division celebrated
the 42nd Anniversary of Earth Day at 11 AM on April 22, 2012 in the
campus of Pipli Post Office organizing a plantation programme by the staff
members of rural post offices. On the even of such an occasion, this Divisional
Secretary had made a statistical analysis on the Warming Globe and Posts Around the which has been
publishedin the popular Odia daily "The Dharitri" on 20.04.2012 under
the title “UTAPTA DHARITRI O BISWA
DAKA VYBASTHA”.
We consider it right to go one
step ahead in contributing to social and environmental issues rather than only
concentrating our own issues and problems in the union and we have done it.
3. Conducting meeting of the
Confederation on the eve of March to parliament
As part of the nationwide confederation tour
programme to mobilize the CG Employees for the massive march to Parliament on
26th July, 2012 in New Delhi, the state COC of Odisha arranged a
grand meeting under the president-ship of Com. M M Samal, president,
Confederation of Central Govt. Employees & Workers, Odisha State branch on
26.06.2012 at 18 00 hours in the campus of Bhubaneswar GPO. Com. Pijush Roy, Secretary West Bengal State Committee
and Com. V. Bhattacharya, Secretary Delhi State Committee
addressed the gathering on behalf
of the Confederation. The meeting was participated by hundreds of leaders from
the affiliates of Confederation stationed at Bhubaneswar. Com. B Samal, Asst.
Circle Secretary AIPEU, Group-C, Odisha Circle and Organizing Secretary, State
COC represented the P-III of Odisha Circle and gave the vote of thanks.
4.
7th
Biennial Conference of AIPEU, Gr.-C, Odisha Circle branch
The 7th
Biennial Conference of AIPEU, Gr.-C, Odisha Circle branch was conducted
successfully from 29.09.2012 to 01.10.2012 at the historic city of
Sambalpur situated on the bank of river Mahanadi and supported with the unending
blessings of Maa Samaleswari. The Circle Working Committee meeting was held at
Parsuram Bhawan, Sambalpur on 29.09.2012 followed by the Subject Committee and
the Open Session on 30.09.2012 in Sambalpur Town Hall. Bhubaneswar Division
participated with 10 delegates including the Divisional Secretary and discussed
all the common issues in the Subject Committee. With the suggestion and
guidance of this Divisional Secretary, the Circle Working Committee preferred
to submit a memorandum to the Chief PMG, Odisha Circle on the following issues.
a.
Provision
of Police Escort in Cash Van and for overnight stock of cash and valuables in
Head Post Offices
b.
Provision
of Police Escort while conveying cash for payment of MGNREGA Card holders
c.
Organizing
melas / meetings on Sundays / Holidays
d.
Dequarterization
of Post Offices having post attached quarters below schedule of accommodation
and in dilapidated condition
Among others, this
Divisional Secretary was reelected as the Assistant Circle Secretary No. 1 in
the above biennial conference.
5.
Extending
cooperation to AIPEU GDS ( NFPE ) :
In
a move for successful campaigning a joint General Body Meeting of All India
Postal Employees Union, Group-C, Postman / MTS and GDS ( NFPE ), Bhubaneswar
Divisional branch was organized at Kutamchandi
Mandir, near Nayahat S O on 18.11.2012 under the president-ship of Com. Purna
Chandra Dash, (President, P-III). Though the Divisional leadership of AIPEDEU
did not attend the meeting in spite of several requests, many members of the ED
union attended the meeting. The meeting was purposefully organized in the rural
area to convince the rural postal employees especially the GDS comrades the
objectives and contributions of NFPE for their welfare. Briefly describing the
history of P & T Trade Union Movement, Com. B Samal, Divisional Secretary
gave a clear picture of the role/contribution of NFPTE/NFPE for the betterment
of the working class as a whole. The GDS comrades who had been grossly
misguided were made fully convinced the facts and the participating GDS
comrades submitted their resignations from the so called AIPEDEU
instantly with a promising attitude to
strengthen AIPEU GDS(NFPE) once again from grass root level.
6. Significant Contribution to 12th
December, 2012 one day all India Strike :
Apart
from rigorous campaign in association with AIPEU, Postman / MTS and AIPEU GDS
(NFPE) both in rural and urban areas, this Divisional Secretary as the
organizing Secretary of the Confederation has
appealed other Unions /
Associations to extend solidarity for 12.12.12 one day strike. While we conducted the one day
all India general strike on 12.12.2012 successfully, we have taken some
additional steps to request the Hon’ble Prime Minister of India for his kind
interference. Assisted by Com. Gadadhar Rath, Asst. Secretary, this Divisional
Secretary requested Dr.(Prof) P K Patasani, Hon'ble MP ( Lok Sabha) who wrote to the Prime Minister of India to intervene on
12.12.12 strike issues. Assisted by Com. Dipti Ranjan Mohanty, Asst.
Secretary, this Divisional Secretary
requested Shri Sashi Bhusan Behera Hon'ble MP (Rajya Sabha) who also to Prime
Minister of India to intervene on 12.12.12 strike issues. With the sincere
cooperation and timely effort extended by Com. Gadadhar Rath, Asst. Secy., Com.
Lingaraj Sahoo, Treasurer and Com. Nihar Ranjan Pattnaik, Organizing Secy,
this Divisional Secretary has been able to request Shri Pradeep Majhi, Hon’ble
Member of Parliament (Lok Sabha ) (Congress) who also to Prime Minister of
India on 12.12.12 one day strike issues
All
our above significant and extra activities have been proudly reflected in the
Confederation website along with the letters of the Hon’ble MPs written to the
prime Minister of India and Confederation has also requested all state level
leaders to take similar action as done by Bhubaneswar Division taking print out
of the said letters and approaching their respective MPs for similar
intervention and support.
In
addition, direct interviews have been given by this Divisional Secretary to various local and national dailies like Times
of India, The Pioneer and The Orissa
Post. "Rationale behind demand for
7th Central Pay Commission" an article written by Com. B. Samal Secy.,
AIPEU, Gr.-C, Bhubaneswar has been published in the popular National English daily
" The Pioneer" on Dec 10, 2012.
We
have never witnessed such significant contributions by any other union. Thus,
we consider it justified to feel proud
to be a member of AIPEU, Group-C, Bhubaneswar Division.
- Participation in agitational programmes :
- In accordance with the direction of the Central J C A comprising National Federation of Postal Employees ( NFPE ) and Federation of National Postal Organizations(FNPO), the Circle J C A hold a massive demonstration on 28.12.2012 during lunch hour in front of the Circle office seriously protesting the arbitrary order of the Postal Directorate for abolition of 17093 posts earmarked for abolition from 2005 to 2008 and kept vacant (but not abolished) pending decision of the Finance Ministry. Participating in the programme this Divisional Secretary along with his members while condemned the attitude of both the Finance Ministry and Department of Posts, also warned the Govt. to desist from abolition of posts failing which the employees will be compelled to continue with several such agitational programmes leading to indefinite strike even.
- We have also successfully participated in the day long Dharana Programme by AIPEU, Postman & MTS, Odisha Circle branch in front of C O, Bhubaneswar on 10.01.2013.
- Four Monthly meeting with Chief PMG, Odisha Circle :
The
Four Monthly Meeting of NFPE unions with
Chief PMG, Odisha Circle was held on 02.01.2013 in the Conference Hall of C O.
AIPEU, Group-C, Odisha Circle branch was represented by its Circle Secretary
Com. R C Mishra and Asst. Circle Secretary Com.
B Samal to discuss on the following issues:
a. Fitting
of glass panels in the counters of Project Arrow Post offices under Phase – I
& II
b. Creation
of LSG Supervisor Post in Sahidnagar MDG.
c. Holding
of S B Aptitude Test in Odisha Circle.
d. Implementation of Directorate’s guide lines in letter and
spirit during rotational transfer especially on immunity ground.
f. Water
scarcity problem in Bhubaneswar GPO.
9. Conducting meeting of the
Confederation on the eve of 2 days nationwide strike on 20 & 21 February,
2013
As per the programme
fixed by the Confederation a grand meeting was conducted at 5.30PM on
02.02.2013 in the campus of Bhubaneswar
GPO with participation of leaderships from different Central Govt. establishments
stationed at Bhubaneswar including the Circle J C A comprising NFPE, FNPO,
AIPEU GDS ( NFPE) and NUGDS. The meeting was arranged by the Divisional JCA,
Bhubaneswar leaded by Com. B Samal, Divisional Secretary, AIPEU, Group-C,
Bhubaneswar Division, presided by Com. M M Samal, President , State CoC, Odisha
and addressed by Com. K K N Kutty , Secretary General, Confederation and Com.
Pranab Bhattacharya, General Secretary, AIPAOEU (NFPE).
- Grand combined General Body Meeting on 10.02.2013
In
order to motivate the staff members of for successful participation in the two
days nation-wide strike on 20th & 21st February, 2013
called by the 11 central trade unions and endorsed by the Confederation of
Central Govt. Employees and Workers and Central JCA comprising NFPE, FNPO,
AIPEU GDS ( NFPE) and NUGDS, a combined General Body Meeting was held on
10.02.2013 in the campus of Bhubaneswar GPO under the president-ship of Com.
Purna Chandra Dash, President, AIPEU, Group-C, Bhubaneswar Division. The
meeting was addressed by Com. B Samal, Com. Sudhir Kumar Swain and Com.
Ghanashyama Panda, Divisional Secretaries of AIPEU, Group-C, Postman / MTS and
AIPEU GDS ( NFPE ) respectively.
Hundreds of members had attended the meeting both from rural
and town post offices. Briefly describing the charter of demands, every effort
was taken by Com. B Samal in justifying the reasons for going on such a
two-days historic strike. All the participating members were convinced the need
of the hour and committed to make the strike successful.
11. Successful conductance of 2 days
nation-wide strike in February, 2013 :
The
historic 2-days nation-wide strike call given by the 11 central trade unions
and endorsed by the Confederation and NFPE/FNPO was successfully implemented by
Bhubaneswar Division. Hundreds of strikers from P-III, Postman, P-IV and GDS,
both from NFPE and FNPO remained present in the premises of Bhubaneswar GPO /
Circle Office during the 2 days from dawn to dusk , conducted rallies, meetings
and debated / discussed various issues especially concentrating on the strike
charter of demands.
The
strike programme was concluded very peacefully with all round success.
With
sincere obligation, this Divisional Secretary on behalf of the Divisional J C A
extends its warm greetings to all the participants who could be able to close
the post offices for 2 days bringing a roaring success to this historic strike
and appeals to maintain this tempo in future.
- Historic 29th All India conference from 10.03.2013 to 13.03.2013 at Thiruvanthapuram :
The
29th All India conference of our union was held from 10.03.2013 to 13.03.2013
at RDR Auditorium, Thiruvananthapuram. More than 4000 comrades participated as
delegates and visitors from all parts of the country. The
conference was flooded with the fullest participation by our comrades. More
young comrades could be seen this time which establishes the growth of our
union among the new recruits. The attendance of more than 200 lady comrades was
also encouraging. Bhubaneswar participated with 10 delegates including the
Divisional Secretary.
The
inaugural as well as open session commenced at 11.00 hours on 10.03.2013. Adv.
K. Chandrika. Hon’ble Mayor, Thiruvananthapuram Corporation The conference was inaugurated by Com A.K.
Padmanabhan, National President, CITU who covered the adverse impact of
neoliberal policies on the working class and the need for further united
struggle of the working class to save the nation. Com D. Theyagarajan, Secretary General, FNPO
while delivering his speech pointed out the unity maintained at all India level
and hailed the services of the Secretary General, NFPE in Postal JCA and also
Com K. V. Sridharan in the JCM Departmental Council.
A
Seminar on the topic of ‘Future of India Post’ was conducted in the midst of
the inaugural session. The Chief Guest Ms. P. Gopinath, Secretary, Department
of Posts after greeting the conference made a power point presentation on the
topic and explained the proposed modernization plan and the role of the postal
employees. Smt Shobha Koshy, Chief Postmaster General, Kerala Circle also
addressed the conference. This is the special occasion that the Secretary
Department of Posts attended our union conference after a period of more than
three decades. Com. M. Krishnan, President appealed the Secretary to expedite
action to mitigate the major pending issues like cadre review, filling up of
HSG I posts, Postmaster Cadre related problems, creation of system
administrators, PO & RMS Accountants case, counting of RTP services, GDS
related issues, Casual Labour Problems etc. The
Secretary (P) assured to consider all the issues positively.
Another
milestone of the AIC is the release of a third and revised edition of ‘VENTURE
2013’. The compilation of various staff oriented Govt orders published by the
All India Postal Employees Union Group C has been launched in the open session
and the first copy was presented to Com D. Theyagarajan, Secretary General,
FNPO, by Mrs. P. Gopinath, Secretary (P). The other publication ‘THE PIONEER’
containing 1000 questions & answers on various staff rulings was also
launched. Another ‘AVANT GARDE’, containing the soft
copies of major original orders on subject wise was also launched in the form
of a DVD. The marvelous and the industrious efforts taken by our Ex General
Secretary, Com K. V. Sridharan in compiling all the three releases was hailed
by everyone attended the conference. Com Jacob Thomas, General Convenor,
Reception Committee delivered vote of thanks.
The
delegate session was commenced in the evening on 10.3.2013 and the agenda for
the AIC was approved unanimously. The Biennial report by Com. R. Sivannarayana,
GS, and the audited accounts by Com. Balwinder Singh, Financial Secretary were
presented for adoption. Various sub committees were formed for preparation of
resolutions on various issues.
Com.
B Samal, Divisional Secretary addressed the delegate session. Appealing the
trade union fraternity to understand the meaning of “Service” and “Union”, Com.
Samal brought the following issues and suggestions to the notice of 29th
AIC and handed over a brief explanatory note to the President Com. M Krishnanan
on the dais.
a. No further association on diversion from
NFPE
b. Vacation of the restriction to elect 15
office bearers
c. Promotion
from the date of attaining eligibility
d. Maintenance
of proper hierarchical
control structure
e. Supply
of letter / parcel bomb detectors to all Post Offices

Suggestions on Organizational
Restructuring in India Posts
a. Since the post of Chairman, Postal
Services Board is presently held by the Secretary & DG (Posts), the
Secretary is being over-burdened to look after the overall administration of
the Department. On the principle of one man, one post, the D G(Posts) should be
made free from holding the post of Chairman, PSB. Decentralization of power will
strengthen the PSB to function efficiently. The post may be considered to be
offered to any people’s representative, or to any retired officer with good
record of service or in worst case to the Minister,
Communication & IT.
b. There should be one functionary as
Chief General Manager (Technology) under Member (Technology) to look after this
advancing field of the Department on which the future is largely dependent.
c. There should be one post of Director (
Technology ) in each circle in the line of Director ( B D Cell & Marketing
). Such posts should be field in through Direct recruitment from open market
having required qualification preferably
MBA / Marketing for B D Cell and M Tech. for Technology wing with at least 5 to
10 years experience in respective fields. The Asst. Directors who are presently
working in BD Cells and Technology wings and do not possess requisite knowledge
/ qualification should be allowed to gain such qualification.
d. Organizations like Postal Stores Depot,
Postal Printing Press, Civil and Electrical wings need to be restructured completely.
i. All
the Divisional Heads should be given such financial and administrative powers
to purchase, print, procure and supply all the required articles and
stationeries for their respective Divisions.
ii. The
construction, maintenance and repairing works should be undertaken by each
Divisional head for their respective Divisions under the direct control and approval of the Circle Head. The Circles
should have only Technical Supervisors i.e. one Asst. Engineer (Civil) and one
Asst. Engineer ( Electrical ) assisted with
one Junior Engineer ( one each
for Civil and Electrical wing ) in each region who will only verify the
proposals from technical grounds and recommend for submission by the Divisional
heads to the Circle Head.
e. All the posts of Heads of the Divisions
should be upgraded to Class-I with
additional administrative and financial powers. There should not be any
Class-II Division.
f. All the postmasters of Head Post
Offices should be given gazetted status. Alternatively all the HSG-I /
Postmaster Grade - III posts should be declared gazetted with additional
financial and administrative powers required to run the post offices smoothly.
There should be no discrimination in the administrative and financial powers in
between the Senior Postmasters, HSG-I postmasters and Postmasters Grade – III.
g. There should be no non-delivery post
Office. All the single handed / double
handed non-delivery post offices should be merged with the nearest delivery
office and all the ‘A’ Class non-delivery post offices should be converted to
delivery post offices which should
function under a Postmaster not below the rank of LSG / Postmaster Grade-I.
On
11.3.2013, in the midst of the subject committee, a special session was
conducted on the topic of ‘WOMEN EMPLOYEES & ROLE OF TRADE UNIONS’. Thereafter the ceremony of prize distribution
was made for the best two in the competitions conducted at All India
level and circle level. In the All India Essay Competition on
‘Future of India Post’, the following two comrades secured the first two
positions.

In
the afternoon, there was a colorful rally, never seen in the last two decades
in any AIC, participated by thousands of comrades with red flags, banners and
slogan shouting passing through the main roads of Trivandrum City. On the way
at every point, there was salutation by the fraternal organizations and they
also joined the rally. More than 20 of such fraternal organizations greeted our
rally and took part. It was a wonderful event and many enthusiastically
participated despite the scorching sun. After the rally, there was a public
meeting amidst the greenery of Gandhi Park. Dr.
Prabhat Patnaik the veteran and renowned economist inaugurated with his
intellectual and beautiful oration on the current economic crisis and the role
of the working class.
There
was cultural programme on the first day morning and evening, the second day
after the end of the rally and public meeting and also on the third day
morning. The night session started at 9 PM on 11th and lasted up to
3.50 am in the morning on 12th. The next session of the subject
committee commenced again at 9 AM. There was a programme at 11 am to release
the souvenir which was launched to mark the occasion of the 29th
AIC. Com Sukomalsen Senior Vice President AISGEF made a special address in the
august conference. Following that, the artists who worked for the success of
the conference were honoured by the reception committee.
In
the AIC, all the circle secretaries and a record number of delegates
representing from all circles participated in the lively discussions on the
agenda of organizational issues and others. This is the first conference that
there was discussion only on issues confronting the employees and there was no
unwarranted criticism or comments on any one. It is our pride to record that
this is the first conference that during the entire subject committee, the hall
was fully packed and there was total concentration while the delegates
delivered their views. Total 91 delegates including the circle secretaries
participated in the organizational review.
The
only one amendment to the Constitution of the Union raising the union
subscription to the extent of Rs. 50 with the allocation of Divisions :
Rs.24.50; Circle – Rs.15; All India Rs.8; Federation Rs.2.50 was
unanimously moved and adopted considering the escalation of all prices
including the press and journey tickets.
The
biennial report and audited accounts were unanimously approved and adopted by
the delegates and thereafter the election of office bearers was held. While our
beloved Circle Secretary Com. R C Mishra retained his portfolio as
Vice-President No. 1, the following office bearers among others were elected
unanimously for the ensuing term.

Dear Comrades ! You
might be happy to note that basing on the issues presented by Bhubaneswar
Division and by other delegates, now our beloved General Secretary, Com. M
Krishnan has asked all the Circle Secretaries to intimate the details of action
taken by them on Divisional issues for which the Divisional Secretaries have
been compelled to brought the same directly to the notice of the CHQ / NFPE.
- Particulars of DWC and other meetings held during the period under review:
A
serious allegation has been brought to the notice of this Divisional Secretary
through our Vice-President No. 1 that no periodical meetings are being held by
the Divisional Union and whenever a meeting is conducted, it is concentrated to
Sahidnagar MDG. Such members are of the opinion that periodical meetings are
not being held in Bhubaneswar GPO to facilitate participation of all members. I
am really surprised to receive such allegations. I don’t understand whether to
consider such allegation as ineffectiveness of our members or a manufactured
incident to defame the Divisional Secretary and his team. For the awareness of
such members, I would like to particularize the meetings held during the
preceding one year and appeal them to introspect the justification of such
allegation and calculate to see how many meeting have been attended by them out
of seven meetings conducted during the last one year at different places.
Before
making unnecessary noise, they should come forward to realize the truth. I
sincerely appeal my Vice-President No. 1 to please disclose the names of those
members before the body for making them aware of the facts and figures.

During March, 2013, I
personally had taken a step to discuss both over telephone and in person with
those members who had left this union during last verification process due to
some kind of differences. I had also requested for arranging a meeting of such
members for a fruitful discussion so that they will return back to their parent

G. Our Divisional Website : aipeup3bbsr.blogspot.in
Launched in October,
2010, our website with more than 4000 postings has now nearly 545000 viewers. I
was really overwhelmed to witness its
popularity when I was surrounded with many unknown comrades from all over the
country at the venue of 29th AIC in Thriuvanthapuram and seen asking
me several questions regarding its maintenance and up-dated postings from
various fields with a noble purpose to educate the visitors of the site. Now we have more than 1000 page views daily. You
might have noticed that I’m devoting at least 2 to 3 hours daily to update our
website. My labour will only be fruitful you go through the posting made regularly . On this occasion, I would
like to sincerely appeal all our members to visit our website at least twice daily which will not only inform them on day to day
departmental developments and rulings but educate them a lot in various other
fields. I expect everyone will
contribute his / her valuable suggestion(s) in the comment box.

K Venkatachary Sridharan, our ex General Secretary popularly known as Com. KV
retired from service on attaining the age of superannuation on 31.05.2012. His
dynamic leadership enriched with a new vision and approach has greatly
benefited the working class in general and the postal employees in particular. Team
Bhubaneswar representing the last AIC
was quite fortunate to witness the love and affection of entire postal family
for Com K. V.Sridharan on 12.3.2013 at
the end of the AIC session when he was honoured and felicitated by the AIC
remembering his precious dedicated service to the CHQ. Till the Venture, the
Pioneer and all other publications of CHQ depicting his valuable contribution
to the entire postal family during his tenure as General Secretary are with us,
question does not arise to miss Com. KVS. On behalf of the members of AIPEU, Group-C, Bhubaneswar
Divisional branch, I would like to wish him a healthy and peaceful retired
life.

Com. M Krishnan, our
beloved Secretary General, NFPE who was unanimously elected as the General
Secretary of AIPEU, Group-C, CHQ in the last 29th All India Biennial
Conference has crossed another milestone in shouldering the responsibility of
Secretary General of Confederation of Central Govt. Employees Unions and
Associations in its 24th National Conference recently concluded in
Kolkatta from 4th to 6th May, 2013. We are really proud
to have such leadership in NFPE to whom the entire Central Govt. employees have
shown their confidence. On behalf of this Divisional Union, while I would like
to sincerely congratulate Com. M Krishnan, pray the Lord to give him courage
and keep him hale and hearty to serve the entire working class.
J. Appeal for Bhartiya Post and other publications by CHQ:
I would like to
appeal all our members to subscribe to “Bhartiya Post” our CHQ monthly journal
and “Postal Crusader”, our NFPE monthly journal which will cost them only
Rs.120/- per annum. Hope each member will remit Rs.60/- to the General
Secretary, AIPEU, Group-C, CHQ, Dada Ghosh Bhawan, 2151 / 1, New Patel Road,
New Delhi – 110008 and Rs.60/- to the Secretary General, NFPE, North Avenue
Post Office Building, New Delhi – 110001 separately with clear address and
message for Annual Subscription. The 29th AIC has released “Venture”
which is a complete reference book on service matters and is a life-time
companion of all postal comrades. Being a book of 784 pages, it only costs
Rs.350/-. I would like to suggest all my members to immediately order for one copy each. I would
like to appeal to subscribe Rs.360/- each so that the copies can be ordered in
bulk from CHQ under VPP directly by the Divisional Secretary.
Further, I would like
to request all my members to intimate their e mail Id sending a text mail to
our union’s e mail Id i.e. aipeup3bbsr@gmail.com
so that they can get instant message from the Divisional Secretary. Instead of
sending hard copies to the union, they are requested to intimate their
problems, comments, suggestions etc. always through email to aipeup3bbsr@gmail.com which will also
facilitate the Divisional Secretary for giving an immediate reply.
K. Always with the members at the time of need
Dear Comrades ! You
are well aware that my team has always
tried their best to stand immediately before any member put to troubles either
personally or officially. we have never hesitated to run from hospital to
police station at the time of need. You know better the steps taken by us when
one of our comrades was forcefully taken into police custody. We immediately rushed from Police Station to Court , from
Court to Jail and from Jail to Post Office without caring for the rain and sun
to extend all possible help and registered our reaction before the Divisional
administration and requested our Circle Union and CHQ for similar actions
before appropriate authorities. I salute Com. Lingaraj Sahoo, Com. Dipti Ranjan
Mohanty and Com. Nihar Ranjan Pattnak for being with me always. You know better
how we show our promptness when a medical case is reported. Each and every step
starting from collection of estimates, processing of files in Divisional Office
and Circle Office , drawal of cheques by Bhubaneswar GPO in favour of the
concerned hospital and handing over of the cheque to the staff member are
promptly attended by our team members. My red salute to all those members who
keep themselves involved in such welfare issues.
L. Appeal to the members of Bhubaneswar GPO
We have as many as 60
members in Bhubaneswar GPO including Vice-President No. 1, 2 Asst. Secretaries,
2 Organizing Secretary, Treasurer, Circle Councilor, and 4 Working Committee
members. I know, they have the ability to take instant steps for solution of
the problems of Bhubaneswar GPO if they will realize and be united to stand
before the Senior Postmaster as soon as an issue arises. I expect that my
Vice-President No.1 will remain alert always and proceed ahead with the Asst.
Secretaries, Organizing Secretaries, Treasurer, Circle Councilor and the Working Committee members with a team
spirit always not only for solution of any problem but to increase an healthy
atmosphere and trade union fraternity inside Bhubaneswar GPO which will be an
example for others.
Last words :
Comrades! As you
know, I’m an HSG-I Postmaster already overloaded with own office work.
Still then, realizing my responsibility and honouring all your confidence and
faith in me , I’m working with utmost sincerity to my fullest efficiency. As
narrated above, I have brought almost all the issues to the notice of everyone
starting from Divisional administration to Circle Union, CHQ and NFPE. I’m
writing, discussing, debating almost in all forums for redressal of the
problems. Illustratively, I can quote that in a continuous manner we have been
pursuing strongly for dequaterization of all post attached quarters having
below schedule of accommodation and under dilapidated conditions. The case of R
R L SO was pending for last four years. Now, it has been ordered to be
dequarterized with immediate effect vide Divisional Office Memo No. D – 88, dated
23.04.2012. We are still pursuing to have retrospective effect. Instant
solution to any problem is not in the hands of the Divisional Secretary since
he is an employee like you. No separate power is given to the Divisional Secretary
for instant solution of any problem except bridging the gap between the staff
members and administration and taking
the issues at the right forum in right time. I have neither avoided any member
or any problem brought to my notice. I have always tried to work
democratically. But unfortunately, some members are unhappy and passing adverse
remark on the activities of the Union. I’m surprised to be alleged that
the union has been person-centric, lying
and misguiding the common members in the name of Circle Union or Divisional
administration, not conducting periodical meetings etc. Threatening to leave
the union is one of the allegations also. Hope, the above submissions will
clearly give answer to all such allegations. I will not hesitate to quote here
that those who have left this union have done this after satisfying their
vested interest only. I will not at all agree with the fact that they have done
this because some kind of injustice has been done to them by this union. Thus, such allegations are nothing but
blatant lie told with a definite intention. Nevertheless, I would like to
invite the members to this dais for proving the allegations. I’m ready for an
open debate to give instant reply satisfactorily with every effort to find out
probable solution if anything has been left or gone unnoticed.
Comrades ! your
sincere cooperation and constructive suggestions can only help the union to
sort out the issues. So instead of beating about the bush, please come forward
and participate in every activity conducted by the union. I should be very
specific in my statement that while conducting meetings in the campus of Bhubaneswar
GPO, even the members working inside don’t prefer to participate. I have
witnessed such absence even from my Working Committee members. Late attendance,
irregular attendance and no attendance of some members has been a frequent
tendency. I’m sorry to say that this is
quite harassing. Even during lunch hour demonstrations, participation is not
appreciable. While members of other unions and associations rush to this campus
of Bhubaneswar GPO to conduct meetings expecting massive participation, the poor
show we depict is quite discouraging.
Just consider
Comrades ! Can we think high, talk high and work high with such mentality?
I have nothing more
to say except a sincere appeal to you all to stay united and work united.
