Sub: Monitoring timely attendance of staff of
delivery branch

Comrade,
You might be aware that in accordance
with the instructions contained in Directorate letter No.20-53/2010-D, dated
10.07.2013 circulated vide C O letter No.ML/2-106/2012, dated 19.07.2013 all
the Divisions in Odisha Circle have been instructed to adopt the system of
calling for attendance sheet of delivery staff of post offices as devised by
Punjab Circle.
Accordingly, SSPOs, Bhubaneswar
Division vide his letter No. L/G-Misc/2009-10, dated 25.07.2013 has instructed
the Postmasters / SPMs of 14 delivery offices including Bhubaneswar GPO ( out
of 46 delivery post offices in the Division ) to scan the attendance sheet and send the same to Divisional Office
through eMail after 10 minutes of the
due reporting time of duty of delivery
staff daily without any deviation.
While timely attendance is a must for
all the staff members, targeting the delivery staff of a few selected delivery
post offices in the name of improvising the delivery of mails from post offices
is highly arbitrary and prejudiced. In the name of cent per cent delivery on
the day of receipt of mails, while the delivery staff are already overburdened
and moving twice / thrice to the same destination in spite of rain and sun and
performing better day by day staying till late hours often without any compensation,
such discriminatory action of the Department will certainly discourage the
delivery staff. So far as timely attendance is concerned, all staff members of
both administrative and operative offices should be treated fairly.
We may add a question
– Is there any such mechanism to monitor the attendance sheets of the
administrative offices? Have the SPOs/SSPOs and Circle Heads been directed to
send scanned copies of the attendance sheets of their respective offices to
Circle Office and Directorate respectively? All
staff members should be treated equally in the eyes of law. There should
not be any step-motherly attitude towards the delivery staff only.
Secondly scanning the attendance sheet
daily and sending it through eMail is another unnecessary additional burden on
the Postmasters / SPMs. Instances are there where SPMs of single handed
delivery post offices in Bhubaneswar Division having 10 to 12 departmental
delivery staff each are regularly working till late hours most sincerely
without any compensation only to save the image of the Department. Such staff members need not be discouraged in
the name of monitoring timely attendance.
There are several other ways
prescribed for strict adherence to timely attendance of all staff members which
may be adopted instead of above nuisance targeting a particular category. Hope,
you will take up the issue at C O level and appraise the CHQ/NFPE to raise the
issue at Directorate level immediately for early solution.
