Post office revenues under Project Arrow at Rs. 1,801 crore in FY13

New Delhi: A Parliamentary panel today said the revenues generated by post offices (PO) under the Project Arrow programme rose by 13 per cent to Rs. 1,801 crore last fiscal from Rs. 1,596 crore in 2011-12.

The Committee on Estimates, chaired by Francisco Sardinha, in its report on the performance of Project Arrow also asked the Department of Posts the improvements brought by the project in terms of delivery efficiency.


Project Arrow was conceptualised in 2008 by India Post with the aim to make post offices the "window to the world" for the common man.


"The committee note that the revenue generated by the 1,724 Project Arrow POs has increased from
Rs. 1,346 crore in 2010-11 to Rs. 1,596 crore in 2011-12 and to Rs. 1,801 crore in 2012-13," it said in its 27th report.
The committee added it would also like to know the increase in revenue that can be attributed to revision of postal rates and how much on account of improvement brought by the project in terms of delivery efficiency.


The committee commended the department on the local citizen's Post Forums and suggested that such an initiative should be extended to all POs to get feedback and receive useful suggestions for improving performance.

   
The committee was, however concerned by the "zero score" received by the POs under the project in Uttar Pradesh (UP), Maharashtra and Chhattisgarh.
   
"The committee is concerned to note 'zero' score received by project POs in UP, Chhattisgarh and Maharashtra in external audit of June 2013 for some elements like performance of ordinary letter delivery, staff efficiency, customer satisfaction, departmental grievance redressal mechanism, etc," it added.
   
The panel said reasons behind the "dismal performance" should be looked into and remedial  measures should be taken under intimation to the committee.
   
"The committee understand that there is serious dearth of manpower in sub-post offices and that some state governments have repeatedly taken up this matter with the central government for augmentation of staff for smooth disbursal of MGNREG scheme wages," it said.
   
The panel asked the department to take necessary measures to ensure that disbursal of wages under the Mahatama Gandhi National Rural Employment Guarantee (MGNREG) Scheme is not hampered.
   
The panel said postal services are governed by Indian Post Offices Act, 1898 and there is a need to replace the act keeping in view the pact and development of postal services during the last few decades, particularly with the onset and expansion of courier sector.

"The committee has been informed that a comprehensive bill to replace the existing legislation is at drafting states. The committee hope that the draft bill will be finalised in a time bound manner...," it added.
