Divisional Union requests for supply of Mobile Phones and monthly Pre-paid Mobile Vouchers to all System Administrators/Managers

Sub: Supply of Mobile Phones and monthly Pre-paid Mobile Vouchers to all System Administrators/Managers.  

Sir,
As it is aware, out of 9 System Administrators of this Division, 2 S As namely Sri B B Mohapatra and Sri M K Mahala are now attached to Circle office. From the rest seven, while Sri D K Satpathy has been attached to Bhubaneswar GPO completely, other six  namely Sri B P Panda, Sri M R Gahdai,  Sri Subrat Sasmal, Sri R K Pradhan, Ms. Neelima Rout and Sri P K Swain are looking after the systems of the Division as a whole as allotted to them by Divisional office.
But unfortunately, while the S As deputed to Circle Office and only one namely Sri B P Panda attached to our Divisional Office are getting pre-paid mobile vouchers, other S As are being deprived of the facility.
It is needless to reiterate the need of mobile phone with the S As. If the Division is
functioning properly and  proceeding  ahead with smooth computerization, the sole credit goes to our S As who are sincerely working regularly beyond working hours including Sundays and holidays. They have been able to solve many problems instantly only due to the communication facility through their personal mobile phones which can’t be denied. There is also no second opinion that administration is continuously directing the S As over their personal mobile phones to move from one office to another for trouble shooting etc. Thus, it is a fact to be admitted that if the S As do not use mobile phones, the computerization process will be left far behind since the administration will completely fail to contact them during emergency. Postal operations in the hands of non-technical P As will be ceased inviting serious public complaints if the S As fail to attend the post office at the time of need. If all the S As stop using their personal mobile phones, a question arises as to how the administration will regulate the computerization work.
In this context, the union does not find it appropriate for creating such situations by the administration which compel the loyal and devoted S As for spending money from their own pocket to use their personal mobile phones for doing office works.
Thus, it is requested to kindly examine the gravity of the issue and consider to supply one mobile phone to each S A with admissible monthly prepaid vouchers for ensuring smooth computerization.
A line of reply on the action taken is highly solicited.

Copy to Com. R C Mishra, Circle Secretary, AIPEU, Group-C, Odisha Circle and Vice-President, CHQ with request to appraise the Circle administration to ensure uniform supply of mobile phones to each S A with payment of admissible monthly prepaid vouchers. Similar proposal may also be given to CHQ to take up the issue at Directorate level to maintain uniformity.
