 Sir,

            I am directed to intimate that the Chief Postmaster General, Orissa Circle, Bhubaneswar has been pleased to approve the design of the special cover and Cancellation Cachet as proposed to be released on Bio-diversity on 28.07.2012 with the following terms and conditions. 

 1.      The proposed sale price of the special Covers should not exceed Rs. 5/- excluding inland letter mail rate affixed on the cover.

2.      The design of the cover should be restricted to the left half of the cover and should not impinge upon the address portion of the cover.  The legend of the cover should mention only the name of the event/occasion being commemorated in Hindi and English.

The size of the special cover should be one of the sizes approved by the Department for letter envelope (i.e 11x22cms.)

The quality of paper to be used for Special cover should be maplitho paper of 120 GSM.

The design of the Special Cover should be of secular nature and should be devoid of any nuances, which may cause embarrassment to the Government.

You will have to supply (10) ten covers to the Chief Postmaster General at your own cost duly cancelled within ten days from the date of issue for record.  In addition, you will, if necessary, arrange distribution of covers to the VIPs attending the release function and presentation of album at your own cost.  The Department of Posts does not provide any assistance for such function.

You will deposit 200 blank covers with Sr. Postmaster, Bhubaneswar GPO (Philatelic Bureau) for sale.  The covers will be put on sale for a period of one month as per the price fixed and the amount realized from sale of such cover will be deposited to Govt. Account.  The unsold covers will be returned to you after expiry of one month from the date of cancellation.

The legend in the cancellation design should be bilingual (first in Hindi and then in English) indicating the date and mentioning only the event/occasion being commemorated. The design should incorporate the name and the PIN of the post office where the special cancellation is to be provided. In case the special cancellation is to be provided at a venue, it should be the PIN of the post office in whose delivery jurisdiction the venue is located.

You are required to deposit a sum of Rs. 5000/- (Rupees Five Thousand ) only at Berhampur HO towards the charge of providing cancellation cachet.  The design of the cancellation cachet has already been given to the Sr. Postmaster, Bhubaneswar GPO (Philatelic Bureau) enabling him to provide you the cachet before the schedule date of release. 

On the back side of the special cover approved, the number OR/05/2012 must be printed as per the revised norm of the Department.

Your attention is invited to the guidelines for holding the release function (a copy of which is attached) so that a suitable representative of the Ministry of Communications &IT or Department of Posts may attend the function.

1.      The PMG, Berhampur Region, Berhampur for information and necessary action w.r.t letter cited above. It is requested to kindly arrange to depute one official with his Identity-card well in advance to Bhubaneswar GPO who will receive the  cancellation cachet for providing the same to the proponent along with a letter of credit of the aforesaid amount.

2.      The Sr. Postmaster, Bhubaneswar GPO.  He will provide a cachet according to the design enclosed before the date of release to the person deputed by the RO, Berhampur after ensuring the deposit particulars. The specimen of the cancellation cachet and special cover are enclosed.

3.      The SSPOs, Bhubaneswar Division for information & necessary action as per rule.

4.     The SSPOs, Berhampur Division for information & necessary action as per rule. He will make arrangement to depute one person to the venue of the release function with the cancellation cachet.

5.     The Postmaster, Berhampur HO for information and necessary action. He will accept the deposit amount of Rs. 5,000/-(Five Thousand) only  from the organizer and intimate the deposit particulars to the Sr. Postmaster, Bhubaneswar GPO immediately  through e-mail.
