Consumer Price Index Numbers for Industrial Workers (CPI-IW) September 2012

The All-India CPI-IW for September, 2012 rose by 1 point and pegged at 215 (two hundred and fifteen). On 1-month percentage change, it increased by 0.47 per cent between August and September compared with 1.55 per cent between the same two months a year ago.

The largest upward contribution to the change in current index came from food items which increased by 0.87 per cent, contributing 0.68 percentage points to the total change. At item level, largest upward pressure came from Rice, Wheat & Wheat Atta, Grinding Charges, Arhar Dal, Eggs-Hen, Fish Fresh, Goat Meat, Milk-Buffalo, Tea (readymade), etc. Miscellaneous items like Electricity Charges, Fire wood, Medicine (Allopathic), etc. also put upward pressure in total change.

The largest downward contribution to the change in current index came from Vegetables and Fruits with a decline of 4.38 per cent, contributing (-) 0.67 percentage points to the total change. The main downward pressure came from Tomato, Chilies-Green Apple & Banana.

The year-on-year inflation measured by monthly CPI-IW stood at 9.14 per cent for September, 2012 as compared to 10.31 per cent for the previous month and 10.06 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 11.00 per cent against 12.20 per cent of the previous month and 8.29 per cent during the corresponding month of the previous year.

At centre level, Chhindwara recorded the largest increase of 8 points followed by Jalpaiguri and Ranchi Hatia (7 points each), Nasik (5 points) and Jharia (4 points). Among others, 12 centres registered a rise of 3 points followed by 2 points in 16 centres and 1 point in 22 centres. Giridih centre reported a decline of 3 points followed by Bhilwara with 2 points and other 7 centres registered a fall of 1 point each. Rest of the 14 centres’ indices remained stationary.

The indices of 40 centres are above All-India Index and other 37 centres’ indices are below national average. Ghaziabad’s index remained at par with all-India index.

The next index of CPI-IW for the month of October, 2012 will be released on Wednesday, November 30, 2012.

           I am directed to invite a kind reference  to the letter of even number dated 8-10-2012 wherein a detailed schedule was  prescribed for holding of LDCE for Postmen/Mail guard and MTS      

 2.     Subsequently, the nodal branch staff  section vide letter no. no. 45-2/2011-SPB.1 dated 18-10-2012 issued detailed  instructions to the circles for filling the vacancies by holding separate examinations  for each year vacancies and given specific schedule and to complete the process  by 30th  June 2013.      


 3. In view of this revised position, the schedule given by DE section has no more operative and the instructions dated 8-10-2012 is withdrawn with immediate effect. The circles are requested to follow the guidelines issued by SPB.1 section letter no. 45-2/2011-SPB.1 dated 18-10-2012 scrupulously.

How to transfer PPF account to another post office or bank

The rules applicable to the Public Provident Fund (PPF) allow a transfer of account from the post office or bank where it is held, to another post office or other branches of the same bank, or other authorised banks. An investor can choose to transfer his account if a change in his location makes it difficult to manage it at the existing location. The transfer entails closing the account at the existing location and opening a new one.

Form: A written application for the transfer needs to be made to the bank or post office where the investor has his PPF account, along with a transfer form (SB10-b) after filling it in. The form can be downloaded from http://tinyurl.com/98dau5a.

Information: The details of the account, including the names and addresses of the branch/bank/post office where it is held, as well as the location where the transfer is sought, needs to be mentioned in the application.

Procedure: The signature of the account holder is verified and the old bank or post office closes the PPF account. A cheque/ demand draft for the outstanding balance in the account is sent to the new bank/post office, along with a certified copy of the account statement, original account opening form, nomination form and specimen signature.

Points to note

On transfer, the PPF account is considered a continuing account, not a new one.

The account holder can choose to change the nomination, along with the account opening procedure, during the transfer of the PPF account.

A new passbook will be issued with the past credit in the account shown as a balance transfer.

Interest rates on loans unlikely to come down in a hurry

MUMBAI: Interest rates on loans are unlikely to come down any time soon with banks shying away from a cut after the Reserve Bank left key rates unchanged in its monetary policy review on Tuesday. The RBI left the repo rate, or the rate at which it lends to banks, unchanged at 8%, but reduced the cash reserve ratio (CRR), or the proportion of deposits banks must keep with it, by 25 basis points to 4.25%.

One basis point is equal to one hundredth of a percentage. The cut in CRR is expected to infuse Rs 17,500 crore into the financial system. The reverse repo, or the rate at which the central bankBSE -0.58 % absorbs excess liquidity through borrowings from banks, is unchanged at 7%.

"We will see no immediate impact on interest rates. However, rates could soften over the fiscal year," said Chanda Kochhar, managing director and CEO of ICICI BankBSE 0.20 %, which recently cut home loan interest rates by 25 bps-100 bps across maturities to boost demand.

"Deposit rates have been adjusting and wholesale deposit rates have been coming down," Kochhar added.

Pratip Chaudhuri, chairman of State Bank of IndiaBSE -0.24 %, said, "Our asset liability committee will assess the October net interest income. We have greatly benefited from the interest rate cut (in September). The bank is booking Rs 150 crore of incremental home loans every month."

SBIBSE -0.24 %, the country's largest bank, was the first lender to cut its base rate to 9.75% from 10% after the RBI in its policy review on September 17 effected a 25-bps cut in CRR to 4.5%. The bank's growth in loans has largely been due to the growth in retail loans, Chaudhuri said.

The central bank has also increased the provisioning on restructured assets to 2.75% from 2%, this could also limit the banks ability to cut interest rates. The banking sector would have to set aside capital of over Rs 3,000 crore to adhere to the new norms. "Provisioning, if it is required to be done in this quarter, will hit banks' net profit by 3%. I don't think we are in a position to earn this 3% by the CRR cut," said Punjab National BankBSE -0.49 % chairman KR Kamath.

Meanwhile, credit demand in the banking system continues to be muted. The growth in credit for the week ended October 5 stood at 15.9% while the growth in deposits for the same period was 13.9%.

Commercial banks including ICICI Bank, Axis BankBSE -0.40 % and HDFC BankBSE -0.03 % have been lowering deposit rates. "Deposit rates are just beginning to come off. The old deposits have yet to be re-priced. Hence, the translation into a possible rate cut will take sometime," said Shikha Sharma, managing director and CEO of Axis Bank.
