As per invitation of the Divisional administration, the
Divisional JCA leaders attended a meeting today at 11 AM in the chamber of the
SSPOs, Bhubaneswar Division for discussion on 20 point charter of demands
submitted on 11.09.2013 with request to arrive at suitable solutions by
30.09.2013 The following officers and leaders participated in the meeting.

Before item-wise formal discussion, the SSPOs
welcomed the leaders and expected the cooperation of all the unions for smooth
functioning of the Division as a whole which was reciprocated by the leaders. A
very cordial discussion was held item-wise with equal participation of all the
officers and leaders. The genuineness of all issues were pointed out by the JCA
leaders and maximum issues were agreed to be settled by the Divisional administration by 30.11.2013. Briefly speaking, fare
distribution of LRPAs will be taken care of . All pending OTA bills including
those in favour of officials with GP Rs.4200/- will be sanctioned subject to
availability of fund. For items relating to Bhubaneswar GPO, the Divisional
administration will conduct a special meeting with the Senior Postmaster, Bhubaneswar GPO.
Regarding irregular identification of posts of P A, Postman and MTS, the
leaders were given time and option to identify the posts so that C O may be
requested for necessary modification. It was agreed to appraise C O for
providing a quarters to APM ( Mail ), Bhubaneswar GPO who is the joint
custodian of cash and valuables of Bhubaneswar GPO. Required offices will be
supplied with postman sorting table shortly. 51 BPM posts have already been
filled and 15 are under process on completion of which there will be no vacancy
for BPM. Irregularly recovered amount from GDS ordered to work in other post on
administrative interest will be refunded and their TRCA will be protected.
Office maintenance allowance will be sanctioned on intimating individual cases.
Leave sanction to GDS will be regularized. The IPs/ASPs will be directed for
making necessary arrangements in case of short term vacancies. The leaders were
requested to take up some item like provision of police escort in cash van,
supply of good quality MPCM sticker etc at C O level through respective Circle
Union.
Minutes in detail will be published on
receipt. The Divisional JCA will sit shortly to discuss and decide further
course of action.
