Sir,
Inviting a kind reference to this
Union’s letter No. UN-BN/AIPEU-Gr.-C/ 08 - 09 / 2011,
dated 23rd September,
2011 reiterating the miserable condition of
Rasulgarh Sub Post Office ( Class ‘A’) building and its unhygienic
environmental atmosphere functioning since March, 2009 in the erstwhile Bag Washing Plant left
abandoned in the most dilapidated condition and this union’s subsequent
discussions in several monthly union meetings, we are happy to note that of
late administrative approval by the
Department has been given for Rs. 14, 53, 570/- vide C O Memo No. Bldg/16-440/2003, dated
20.10.2014 for undertaking civil and electrical maintenance works to make it
suitable for operation in the light of Project Arrow concept and such works are
in progress now.
But, most regretfully we
would now once again like to bring to the notice of the administration the
unsatisfactory maintenance work now being undertaken as follows ( List attached
separately) which were observed by our team members during visit to the post
office in connection with collection of Authorization Letter during the current
membership verification process.
Thus, we would like to appeal the SSPOs
kindly to pay his personal visit immediately to the area to examine if the
projected and estimated works have been done properly or not. In addition, we
would also like to request to look into the above short-comings and arrange for
immediate renovation / construction / installation of the left out works and
till then, the office may be allowed to function in the present location.

Civil/Electrical Maintenance Works now undertaken at Rasulgarh S O, Bhubaneswar
– 751 010
1. The front view of the post office still gives an unappreciable look due
to presence of a thatched hotel adjacent to the boundary wall of the post
office. The hotel owner uses the space in between the front boundary wall and
post office as his garbage yard. The heap of leftover / stale foods, used up
polythene, water / wine bottles, rotten fruits / vegetables and their
scales/scraps in front of the post office building create a very poor figure.
The road-side hotel needs to be shifted soon and the inside area requires
perfect cleaning which can be developed into a beautiful garden to enhance the
look of the post office.
2. The bottom portion of the iron gate in the main entrance has been rusted
/ damaged which should have been replaced. But without any replacement /
repairing, the same damaged gate has been coloured which is too unfortunate.
3. The compound wall has remained un-plastered
and surprisingly the same un-plastered wall has somewhere been coloured and
somewhere left blank. The compound wall requires complete plastering.
4. It is seen that only the public space has
been tiled leaving the back-side of counter portion giving an odd-look to the
renovated area.
5. The office has no cycle/motor-cycle shed for
the employees. The right side front area which has been heaped with unused
materials can be cleaned and a shed can be constructed with a very nominal
expenditure. Or else, a portion of the
back-side vast vacant area full of wild weed and bushes can be cleaned to construct a shed.
6. The renovated building has no provision for
the delivery branch, though Rasulgarh S O has the sanctioned strength of 8 Postmen and 1 Sorting Postman.
7. It is unfortunate to see unused / obsolete
and burnt electrical panels in the entrance hall after renovation. These
cabinets may cause harm to the employees / building with electrical short
circuits if not removed. This room can be converted to a beautiful space to
accommodate the delivery staff removing the unused electrical panels with
required civil and electrical works putting a partition wall in front of the
lavatory.
8. The doors and windows of the old Bag Washing
Plant have been kept open. Many windows are completely broken and the plant has
direct open ways to the post office portion which posses a complete threat of
theft. Such broken windows and open doors required to be closed immediately.
9. The back-side area of the building full of wild weed and bushes has no
light provision and thus not safe at all.

The P O building has no water connection
depriving the staff members from the provision of basic amenities.
11.
No provision has been made for the server
room and the sify net-working cabinet has been installed on the wall giving an
indecent look to the PO.
12.
The generator has been left abandoned in the back-side vacant area full of wild weed and
bushes under rain and sun. A shed is
required to protect the generator.
