Admn. Reforms Deptt’s 2-Day Workshop on Capacity Building for Sevottam Concludes

The two day workshop on “Capacity Assessment and Enhancement Process” on Capacity Building for Sevottam concluded in New Delhi today. The workshop was organized by the Department of Administrative and Public Grievances (DARPG), Govt. of India. Senior officers of the level of Joint Secretary / Director from 42 Ministries / Departments of Government of India participated in the Workshop. The objective of the workshop was to enhance participants’ understanding of the work to be done for designing and implementing in their respective organizations.
The workshop involved eight distinct activities to produce the final output in the presentation format which could further facilitate delivery of services under the Citizen Charter of the concerned Ministry/Department. Such presentation were then put to the other members for evaluation so as to remove any anomaly and further fine-tuning them for the desired results. The workshop involved conducting base line studies and gap analyses with a view to consolidate suggestions for improvement.
The Union Cabinet Secretary Shri A. K. Seth inaugurated the workshop. Cabinet Secretary noted that the Government is in the process of taking a number of initiatives for ensuring better service delivery, enhanced transparency and accountability and in general, about improving governance. He emphasized that civil servants have a crucial role to play in this reform process and that occasions like this serve as a reminder to make greater effort in improving our service delivery, do away with antiquated laws and procedures in the system and encouraging use of electronic medium in our work for a more transparent set up. He said that Centre’s endeavour is to ensure that an ordinary citizen gets maximum out of the implementation of the plan schemes.
Shri Ramesh C. Misra, Secretary, DARPG, gave a Talk on Public Service Delivery. Shri Misra highlighted that the basic mindset of the civil servant has to be oriented towards timely and quality service. He noted that the civil servants have to remember that citizen centricity is the essence of any vibrant democracy which is linked to good governance. Context setting of the Workshop was made by Shri P.K. Jha, Joint Secretary, DARPG.
Such Workshops essentially aim at sensitizing the participants on integrating and translating the commitments made in the Citizen’s Charter into their day-to-day functioning with a view to ensuring effective delivery of services to the citizens and faster grievance redressal. This was the second in a series of four Workshops on Capacity Building for Sevottam in 2011-12.
