General Secretary, AIPEU, Gr.-C, CHQ writes to the Secretary ( Posts ) on Shifting of Divisional Office, Cuttack North Division to Chandikhole

Copy of CHQ’s Letter No.: P/2-16/Cuttack North dated - 09.09.2011
It is brought to our notice that the proposal for shifting of Cuttack North divisional headquarters to Chandikhole is being protracted on one pretext or the other by the Circle administration despite there is a demand from the customers as well as staff on the following grounds.
i)              The Cuttack North Postal division comprises two revenue districts i.e. Jajpur and Kendrapara and even though it was named as Cuttack North division and having head quarters at Cuttack, the divisional jurisdiction starts 40 Kilometers from Jajpur side and 25 Kms from Kendrapara.
ii)             The proposed divisional office is the midst of both the HOs and the division and rent for D.O at Chanidkhole will not be costly while comparing Cuttack City.
iii)            This will curb the unwarranted expenses like idle travel to reach the divisional jurisdiction from head Quarters, TA expenses etc. The reason for non processing the proposal is stated to be loss of 20% HRA to the divisional office staff in case of transfer of divisional headquarters to Chandikhole which is entitled for 10% HRA only.
iv)            All Customers and public are now travelling to get things done to divisional office at Cuttack and after the Decentralisation of PLI & RPLI, it will be more opt to attend - the customers if the divisional office is situated within the divisional administration’s jurisdiction.
v)             It will facilitate the systems administrators attached at Divisional office to attend faults then and there by avoiding unwarranted journey from the present headquarters at Cuttack to reach the offices far away from Cuttack.
vi)            The proposal will save Govt. exchequer and also will lead to effective supervision on operational units besides close proximity to the customers to improve the business activities.
It is therefore requested to kindly consider the proposal and cause appropriate action as deems fit.
