Sir,
Kindly refer to the item No. 11-2/2012 of the minutes  of RJCM Meeting held on  29,08,2012 regarding  delay in issue of PPO to the retirees  for several months after the date of retirement. The reason for delay is attributable mainly due to the non adherence of the time schedule by the Divisional Heads for processing the pension paper and submission to PAO for authorization of pensionary benefits and negligence on the part of Divisional Heads to monitor pending cases.  Though the matter is time and again brought to the notice of the Head of Offices for strict compliance of the provision of time schedule for processing the pension cases as prescribed under Rule 58 to 61 of   CCS (Pension) Rules, the same has not been adhered to,  as a result, a  good  number of pension/family pension  cases are lying pending for non-receipt of AE compliance and other correspondence from the Divisional Heads. Keeping in view the decision taken in the RJCM meeting,  all Heads of Offices are requested to strictly observe the procedure contained in CCS(Pension) Rules  for processing the pension cases of the retirees for early  authorization of Pension Payment Order by PAO.

Every Head of Office or the Authorized Officer responsible for the preparation of pension paper  would undertake the work of preparing pension papers, including verification of service and complete the particulars as required in Form-7 and forward the pension papers along with Service Book duly completed up to date to the PAO for issue of Account Enfacement not later than six months before the date of retirement of the Govt. servant.

After necessary scrutiny of the Service Book of the retiring Govt. servant, PAO shall issue AE identifying  any other omissions, imperfections or deficiencies which have a direct bearing on the determination of emoluments and the service qualifying for pension.  The Head of office or the authorized officer shall make good the deficiencies / objections in a time bound manner for finalization of pension by PAO.

The Accounts Officer/Pension  will intimate  the Head of Office the amount of retirement Gratuity as determined by him for disbursement  of Provisional Gratuity after adjusting Government dues, if any, under intimation to PAO, with a note of payment of gratuity and leave encashment in the Service Book.

After the pension papers have been forwarded to the PAO for issue of PPO, any event occurs which has a bearing on the amount of pension admissible, the fact shall be promptly reported to PAO .

The reply to the Account Enfacement and other queries shall be complied by the Divisional Heads /Authorized Officer  within 10 days after the date of retirement along with Service Book duly noted up to date.  In clear cases, no Provisional Pension shall be authorized by the Head of Office which ultimately  expedites   issuance  of PPO.
The Accounts Officer/Pension after necessary scrutiny of the A.E. reply/papers, issue the Pension Payment Order, Commuted Value of Pension and Final DCRG.

If, for any special reasons, it has not been found possible to complete and forward the pension papers to the PAO for issuing PPO within the prescribed time schedule (i.e. six months in advance of the retirement date), in a particular case, or if the pension papers have been sent late to  the Accounts Officer/Pension and or the Accounts Officer has either returned the papers to the Head of Office for eliciting further information , steps  shall be taken by the Head of Office to authorize payment of Provisional Pension and Prov. Retirement Gratuity on the basis of information available in office records.

The provisional pension shall be authorized to the retiree after due approval from the Accounts Officer/Pen, in cases where disciplinary or judicial proceedings are pending against the Government servant.

Every Head of office shall prepare a list in every six month, i.e. on the 1st January and 1st July of all Govt. servants who are due to retire within next 24 to 30 months of that date and a copy of such list to be forwarded to PAO not later than 31st January & 31st July each year to finalize strategy for settlement  of the cases.

The above instructions / guidelines though not exhaustive, all the Head of Offices are requested to follow the time schedule for preparation of pension papers and submission to PAO  so that PAO will not have any difficulty to issue PPO to the retirees  in time.

Keeping in view the above statutory provision under CCS( Pension) Rules, all the Head of Offices are  requested to take steps to review the pending pension cases of their unit and send A.E. compliance, where due, by 20.10.2012  and ensure that pension papers of future retirees are submitted as per the time schedule as prescribed .
