Sub- Request for restoration of Armed Police Guards to the cash vans of Bhubaneswar GPO & Rourkela HO keeping in view of growing robbery cases in Bhubaneswar & Rourkela township and to implement standing provisions of the Directorate for the same.
Respected Sir,
There was provision of Armed Police Guards to the cash vans of Bhubaneswar GPO & Rourkela HO for secure carriage of huge cash conveyance to SOs, Banks & vice versa. But, this provision was withdrawn arbitrarily three to four years ago and now heavy cash conveyance is being done through cash vans of above offices without any police escort in a very unsecured way, endangering to the safe carriage of Government cash, lives of staff accompanying the cash in cash vans.
Crystal clear orders are there from the Directorate vide DTE letter no. 24-4/2003-PO dated 10-10-2007 regarding provision of Armed Guards/ Police for safe/secure carriage of heavy cash from one post office to another post office/ Bank and vice versa. Over all administrative & Financial powers are delegated to Circle Heads and Directorate again reiterated for the above provisions vide letter no. 24-4/2003 dated 24-08-2009. Inspite of clear instructions of the Directorate, Circle Office has taken a negative stand by withdrawing Armed Police Escort to the cash vans of above two offices, allowing huge cash conveyance of cash in a dangerous way, which causes a serious concern to this Circle Union. A question arises as to whether any quantum of cash can be carried through cash van without proper security, only accompanied by two to three staffs? While conveying our deep concern for safety of Government cash and for safety of lives of our staffs accompanying huge cash in the cash vans, we want to record our dissatisfaction once again on negative approach of CO administration.
It is to mention here that this very issue was taken at first in the Bi-Monthly meeting of DPS (HQ), rolled over years without any effective action. The matter was taken as agenda item in RJCM Meeting, held on 28-02-2012 vide item No. 17-08/2012, discussed thoroughly but item was closed with a negative reply. It was recorded in the minutes that the staff side did not agree to the views of the CPMG and therefore, the item was closed under protest.
This Circle Union can not remain silent spectator to such arbitrary decision, posing threat to loss of huge Government cash and also lives of our officials on the back ground of well established order of the Directorate.
Under the circumstances, it is our fervent appeal for kind examination of the instant case afresh and action may kindly be taken for restoration of Armed Police Escort to the cash vans of above two offices at an early date for safety of Govt. cash, staff as well & to avert strong resentment of staffs in entire circle.
