Divisional Union Repeats its
Suggestions on Cadre Restructuring Proposal
given to CHQ
during last  All India Conference ( 2008) at Guntur ( AP)


Respected Comrade,
In the meantime, we have successfully negotiated to finish the comprehensive cadre restructuring by December-2010 and the Postal Group-C employees are highly fortunate  because of  the inclusion of their General Secretary in the cadre restructuring committee. Now we are very much confident that he will put his best efforts for some historical achievements in favour of the Postal Group-C employees through the current cadre restructuring. If not this  time, I feel we can never come out of the mud so easily in near future. Thus,  I hope, our General Secretary will leave no stone unturned in having a proper and fruitful negotiation to bring a historical change on the career and prospects of the depressed postal assistants.
We don’t know the exact date of sitting though the Secretary, Posts, has assured on 28.10.2010 that necessary action will be taken for early sitting and finalization of the proposal by the Committee. At this moment, I feel it right to remind you regarding my earlier suggestions on cadre restructuring proposal.  
Since we have already suggested to designate P A as Executive Postal Assistant in our initial cadre restructuring proposal and since we have already accepted  the modified 3 ACP Scheme in the mean time, let us rethink to propose as follows provided we are able to equate 10 ACP with LSG, 20 ACP with HSG-II and 30 ACP with HSG-I:-
Ø  the LSG at par with 10 year ACP official as Executive Manager instead of Supervisor;
Ø  the  HSG – II at par with 20 year ACP official as Sr. Executive Manager instead of Sr. Supervisor  and
Ø  HSG – I at par with 30 year ACP official as Chief Executive Manager instead of Chief Supervisor.
Or else, if 10 ACP and LSG / 20 ACP and  HSG-II / 30 ACP and HSG-I are treated differently, we may propose as follows:
Ø  the existing LSG as Executive Manager and 10 year ACP official as Supervisor;
Ø  the existing HSG-II as  Senior Executive Manager and 20 year ACP official as Senior  Supervisor and
Ø  the existing HSG – I as Chief Executive Manager and 30 year ACP official  Chief Supervisor.
In my suggestion since the LSG, HSG-II and HSG-I postmasters are responsible for overall management of the offices they are heading on one hand and the Department has already introduced the designation of ‘Manager’ in NSPC, CCC , BD Cell, PLI etc. on the other, the new designations  - Executive Manager , Sr. Executive Manager and Chief Executive Manager will best suit to such cadres.
Further, the revised recruitment rules for HSG I has been approved by DOPT and sent go to UPSC for formal approval. The demand of the Staff Side to offer the  entire 100% post of HSG- I as promotion to HSG- II officials has been considered. We were expecting that before expiry of the current extension period of ad-hoc posting to HSG-I cadre by 19.11.2010, the revised recruitment rules for HSG I will be floored. But perhaps there is remote possibility since the Postal Directorate vide letter No.4-16/2002 SPB-II dated 29/10/2010 has intimated to all the Circle Heads that the matter for extending the Ad-hoc arrangements for a further period of six months has already been taken up with the Department of Personnel &Training and further orders in this regard may be awaited in view of which all the circle heads are ordering further extension of ad-hoc arrangements in HSG-I until further orders subjected to the conditions prescribed in the earlier memos.
Thus, since it is being delayed for years together, we are in doubt what the new recruitment rules for HSG-I will actually carry. Therefore, in addition to claiming all HSG – I posts from General Line, we should also claim
Ø  for declaring  all HSG – II and HSG – I Postmasters as Gazetted.
Ø  for fixing some percentage from amongst the HSG – I postmasters for selection to P S Group – B on seniority-cum-fitness basis and see
Ø  if we can claim separate Grade Pay for  LSG /HSG-II/HSG-I than that of 10/20/30 ACP officials. If not, at least there should be separate allowances for the LSG , HSG – II and HSG – I  holding the post of Postmasters than the officials offered with 1st , 2nd and 3rd ACP respectively. The LSG /HSG-II/HSG-I officials need to be compensated with for their additional responsibilities.
