 UNION WRITES TO
THE SSPOs, BHUBANESWAR DIVN.
 
1.No. UN-BN / AIPEU-Gr.-C / 10 -10 / 2010,Dated at  Bhubaneswar the 30th October, 2010

Sub:-  Supply of up-dated Postal Manuals / P O Guides and  Dureja / other publications for POSS Schemes.
Sir,
No Post Office in Bhubaneswar Division is having up-dated Postal Manuals / P O Guides and  Dureja / other publications for POSS Schemes including Ready Beckoner . Due to rapid change in rules and procedures the SPMs / Postmasters are facing a lot of problems for day to day references at the time of need. Even all the required Postal Manuals are not posted in India Post Website for reference by the computerized Post Offices having internet facilities. P O Guide , Part – II, III & IV, Postal Manual Vol. – VI, Part – 1, II & III etc. which are frequently required for reference are not yet posted in the net. Even if posted , that will only serve the purpose to a limited extent. Illustratively, Out of 70 SOs / MDGs in Bhubaneswar Division, only 34 Pos have now been connected with internet facility having Broad ban / WAN. Thus, the rest offices barely need the Acts / Rules etc.
Long back, in 2008 this had also been taken as an item for discussion with the SSPOs and the same was closed with assurance to supply phase-wise. But except supply of part – V of POSS Scheme by A N Dureja, no other Manual / Guide was supplied till date.
Thus, it is requested to kindly arrange early supply  of up-dated Postal Manuals / P O Guides and  Dureja / other publications for POSS Schemes to all post offices in Bhubaneswar Division.
An intimation on action taken in this regard is highly solicited.

Sub:-  Payment of Salary through Bank  in the absence of correct accounting and operational procedures.

Sir,
After continuous correspondences and discussions with the administration,  lastly the monthly salary of the staff members in S O establishments of Bhubaneswar Division was paid today for the month of October-2010. But due to non-circulation of the original accounting and operational procedures, the SPMs and Postmasters are in dark with regard to debit / credit procedures  and writing of daily account.  Bhubaneswar GPO just completed its responsibility by sending the list of departmental officials of the PO with the account number and amount of salary to be paid without any instruction for accounting and operational procedures. Thus, every disbursing officer today tried to contact the Sr. Postmaster / Accounts Branch / SBCO  of Bhubaneswar GPO to ascertain the correct procedure of accounting and as informed to this Divisional Secretary, the opinion / suggestions differed from person to person.
However, applying common sense, out of the two copies of the list supplied by  Bhubaneswar GPO, one copy was treated as a schedule of receipt and the amounts noted there in were credited against the respective S B Accounts of the departmental officials  and the other copy was treated as  bills paid voucher to tally the amount for  generating / writing the daily account by the SPMs / Postmasters.
It is worth mentioning here is that the neither the copy of the Directorate’s letter nor the copy of the C O letter originally circulating the accounting / operational procedure has been circulated to any concerned inviting the above procedural disorders.
Therefore, it is requested to circulate the original accounting and operational procedures at the earliest to all concerned for payment of salary through S B Accounts

3.No. UN-BN / AIPEU-Gr.-C / 08 -10/2010,Dated at  Bhubaneswar the 29th October, 2010

Sub:-  Rotational Transfer Memo – 2010-11 – Request for modification regarding.

Ref.-   Divisional Office Memo No. B.12 – 1 / 2010-11, dated 01.04.2010  
Sir,
This is regarding disposal of the  representation of Sri Kishore Kumar Jena, SPM, Sailashreevihar S O with request to modify his forceful transfer to Konark SO against his willingness vide Divisional Office memo under reference. In this regard this union has to say with utmost regret that in spite of  discussions with the SSPOs ,his case was not considered till date and  the official is continuing on leave since April, 2010 with a hope that the SSPOs will be kind enough one day to realize his practical problems  and take a decision for modification of his posting to any town S O.
It is worth mentioning here that Sri Kishore Kumar Jena is a heart patient  who has been installed with two stents in his heart incurring an expenditure amounting to Rs.285000/- in Kalinga Hospital, Bhubaneswar already sanctioned by the Department and to save his life , he is under periodical treatment and regular checkups  in Bhubaneswar. While the administration is quite aware of such conditions of Sri Jena, his posting as SPM, Konark (beyond his option), at a  distance of 75 KMs away from Bhubaneswar is certainly meant to force Sri Jena to die without treatment.
Since the case has been badly delayed on one hand and the Division is running with shortage of staff on the other, we request for immediate modification in the above transfer memo and post Sri Jena to any post office in Bhubaneswar so that he can be able to live.

4. No. UN-BN / AIPEU-Gr.-C / 07-10/2010,  Dated at  Bhubaneswar the 27th October, 2010

Sub:-  Supply of Printer and furniture to I R C Village S O

Sir,
This is regarding supply of a dot matrix printer and furniture already requested by the SPM , I R C Village S O. As brought to the notice of this union, the SPM has requested several times in this matter. In this context, it is worth mentioning here that this union has also come up with an item in the monthly union meeting which has been closed with assurance to supply the required furniture already indented by the SPM, I R C Village S O.

But it is regretted that in spite of repeated discussions with the union and requests by the SPM, the postmen are sitting in broken chairs, the counter work is being operated with a defective printer, the SPM is working with a half-broken table and above all the office has a very rough image in the eyes of the public which is against the look and feel good concept now on the floor by the Department.

Thus, it is requested to arrange supply of the furniture and printer indented by the SPM , IRC Village as early as possible.
