Sub:- Irregular order of the Sr. Postmaster, Bhubaneswar GPO to an HSG-II official to perform the duties of an LSG supervisor .
Sir,
It has been brought to the notice of this union that the Senior Postmaster, Bhubaneswar GPO has irregularly ordered recently to the APM ( Mails ), HSG-II for performing the duties of APM( Regn ), LSG from 22.09.2010 to 23.09.2010, 7.10.2010 to 20.10.2010 and from 26.10.2010 to 30.10.2010 when the latter was on leave. It was not understood as to how an official in higher cadre could be ordered to perform the duties of an official in lower cadre so irregularly completely imbalancing the administrative hierarchy. It is a matter of general principles that officiating arrangement or otherwise is always ordered to the official in lower cadre to perform the duties of higher cadre and not vice versa . But the case is just reverse in Bhubaneswar GPO.
The matter was discussed in today’s Working Committee Meeting with every seriousness and the participating members resolved unanimously to bring such irregularity to the notice of the administration opining that whether the Sr. Postmaster can be ordered by the administration to perform the duties of the DPM, Bhubaneswar GPO when the latter goes on leave .
Under the circumstances, it is honestly requested to instruct the Sr. Postmaster, Bhubaneswar GPO not to issue such irregular instructions in future to maintain the dignity of the posts in higher cadre.
