Circle Secretary, P-III, R-III and AIAOEU met Chief PMG and DPS ( BD & Mktg.) to discuss pending issues of Odisha Circle

As you know all the issues confronting  India Post and its employees were discussed in thread bar as per the agenda and several resolutions were adopted in the last CWC at Samablpur and a memorandum was prepared by the CWC covering four major issues of Odisha Circle like provision of police escort in cash van, special arrangement for huge conveyance of cash to rural SOs/BOs for payment to job card holders under MGNREGA, dequarterization of Post Offices having post attached quarters below schedule of accommodation and in dilapidated condition and organizing meetings/melas on Sundays and holidays. The said memorandum ( reproduced below )  was handed over to the Chief Postmaster General, Odisha Circle (who had attended the Conference as Chief Guest)  on the spot by the Circle Secretary soon after the Open Session was over. In addition, the Circle Secretary of P-III, R-III and AIAOEU met the Chief PMG and DPS (BD & Mktg) on 4th and 5th October, 2012 in Circle Office and requesting immediate action. Taking note of the issues, the DPS ( BD & Mktg.) assured the staff representatives to modify the letter issued for organizing PLI mela which has now been rescheduled to 04.11.2012. It has been assured that attendance in the mela  will not be made compulsory for all and there will be no disciplinary action against the officials for non-collection of PLI proposals as threatened in the notice dated 25.09.2012.

Sub:-    Redressal of staff problems of Odisha Circle

Sir,
The Circle Working Committee while discussing the problems of Odisha Circle on 29.09.2012 seriously felt ignored on the following issues.

1.    Provision of Police Escort in Cash Van and for overnight stock of cash and valuables in Head Post Offices

The cash vans especially in Bhubaneswar and Rourkela are conveying heavy cash beyond limits without police escort throwing unnecessary risks on the staff members. It is worth mentioning here that the police escorts provided earlier in both the cities  have since been withdrawn. Though the circle administration is quite competent and the item has since been discussed in Circle office and Regional Office level, no tangible action has yet been taken which compelled the Circle Working Committee to bring it to the direct notice of the Chief Postmaster General, Odisha Circle.

2.    Provision of Police Escort while conveying cash for payment of MGNREGA Card holders

It has come to the notice of the Circle Union that while cash is being conveyed from H O to rural SOs / BOs for the above purpose , no police escort is being provided  in spite of conveyance of lakhs of rupees. No other special arrangement has also been made by the concerned Divisional heads which throws an unnecessary risk  to all the staff members  starting from H O to B O  who are dealing with the same. It may kindly be noted that unfortunate activities by naxalites and Maoists  may not be avoided if suitable provision is not made for conveyance of cash.

3.    Organizing melas / meetings on Sundays / Holidays

The Circle Working Committee is constrained to bring to the notice of the Chief Postmaster general regarding the instructions issued by the Dy. Divisional Manager ( PLI ) vide Circle office letter No. LI / Misc – 2 / 2009-10 / Ch. IV, dated 25.09.2012. Once again we regret to intimate that  the Dy. Divisional Manager (PLI) has again violated Directorate’s instruction not to conduct melas / meetings on Sundays and Holidays. In addition, it is shocked to notice the offensive language used by the Dy. Divisional Manager (PLI) vide Para – 5 ( d ) of the said letter with instruction that tea/snacks/ lunch may be allowed to all policy procurers. We may not commit a mistake in informing the Chief Postmaster general that if others will be left empty stomach ? Secondly, there is also threatening  to treat the non-policy procurer  as lack of devotion to duty. Such attitude of the Dy. Divisional Manager (PLI) was seriously condemned by the Circle Working Committee with resolution to appeal the Chief Postmaster General to take action against the Dy. Divnl. Manager(PLI) for threatening and using offensive language in the said letter.

4.    Dequarterization of Post Offices having post attached quarters below schedule of accommodation and in dilapidated condition

In spite of discussion in proper forums by the Union, no tangible step is seen to be taken for immediate dequaterization  of post attached quarters having below schedule of accommodation and in dilapidated condition. The issue is being delayed in the name of several queries. At al a P O is dequarterized, HRA is not being drawn retrospectively giving heavy financial loss to the Postmasters / Sub Postmasters. This Circle Working Committee viewed the problems of staff members seriously and resolved to appeal the Chief Postmaster General  for retrospective drawal of admissible HRA in favour of such officials  and to consider immediate  dequaterization of such Post Offices.
Simultaneously, it is appealed to the Chief Postmaster general to direct all Divisional Heads  not to allot such quarters which are below schedule of accommodation and in dilapidated condition.

An early action on the above issues is highly solicited.
